Who came up with the idea that infrastructure spending could create Jobs and put money in people's pockets and create demand I don't think it was Keynes/FDR because I think the idea has been around for a lot longer ?

Historically, it has always been the state, fiefdom, commune, villa or whatever social construct that was in place that was tasked with creating infrastructure and therefore jobs.
Are you talking about the issue of infrastructure building solely for the sake of job creation? I don't think that it ever really exists that way. There has been busywork forever, but infrastructure creation is always purposed. If it ever isn't, it is only because of some conspiracy which damages the ruling class, as well.

I think that the idea that public works projects could create jobs goes back all the way to ancient Egypt. Consider that the pyramids created jobs for the farmers when they would otherwise not be able to farm and be unemployed.
