What does this entail for the working-class of these countries (if anything)? There's certainly the geopolitical incentive on Russia's end, but what do Serbia and Montenegro stand to benefit?

This action encourages more investment in the region. The Serbs as a whole have a very loving view of Russians and will welcome this action with open arms. The vast majority of the Serbs will support this, seeing as we are sick of our government who sucks up to the EU and has dismantled our country, betrayed the Serbs in Kosovo, and left us at the mercy of the west. Seeing as Russian people are very friendly towards Serbs and vice-versa this will be a good thing. The government here in Serbia is shaky and the people are PISSED, seeing the current state of things it is in the best interest for Serbia to side with the Russians and Chinese and tell the EU, and west to fuck off.(which most likely will happe.)
As for Montenegro, there is already a TON of Russian investment there and it has stimulated the tourism industry considering Montenegro is full of Russians now (well it was last summer when I went).
I'm going to bed now so I'll anwer any questions and whatnot tomorrow since it is late here.

This is certainly interesting.
I wonder if Serbia will resist the "magnetic" influence of German/EU investments etc...

The Serbian government will most likely be opportunistic and use this to secure some more cash, and the 'people' likely won't be against it (because of what Valter said) and since popular opposition to the EU in Serbia is very widespread.

Perhaps. They aren't in the Eurozone yet......and since the Eurozone is in deep shit, this is a possibility.
