How can you have a democracy with that sort of centralized power?

Also I'm pretty sure they are talking about the Banks own assets (which they are free to spend as they wish), not assets they are holding.

Democracy means rule by the people

Capitalism means economic control for the benefit of the monied class.

The two cannot coexist. A society can't be democratic and capitalist at the same time. You have to pick one.
