It isn't a real Marx quote, as the OP said.

Back in the beginning of the bank crisis when all the bailouts were happening through TARP, some emails started going around with this quote as an example of the 'creeping' socialism by the government- this cartoon leaves off the last line of the quote reproduced on the snopes end. It cites the quote as being in Das Kapital in most cases, and such a line doesn't exist in that text. Plus, the whole way the quote is written isn't like Marx's writing style.

That's an error on the cartoonist's part. The one that was commonly passed around as a Marx quote on the internet says 'stimulate'.
