Covert Actions - (Note that if you do a covert action but don't get news of the results, but your treasury was effected, then assume it failed but wasn't caught. Also note that you cannot do more than 3 covert actions each turn, and this includes doing the same action in different countries) -

Frame foreign nation (-20 credits, pick nation, then framed nation, will frame nation, causing loss of relations with other nation)
Economic Sabotage (-30 credits, will possibly disrupt any bonuses and will possibly reduce stability)
Fund political opposition in country (-30 credits, only possible in multi party states with stability of 4 or lower, will possibly bring more sympathetic governments to power)
Aid Rebel movement (-50 credits, doing it enough will bring rebels into your sphere) Supply nation to fight rebels (-50)
Set up rebel movement in nation (-100 credits)
Coup government (-80 credits, stability of government must be 3 or lower)

Military Actions
Deploy/withdraw units (-10 credits from nation each deployed unit, good for preventing wars, increasing/safeguarding stability and fighting rebel groups, but possible decrease in relations for neighbors. Can be deployed in own country to make it harder for rebels to grow in strength but not to weaken them. Deployment in a neighboring colony or protectorate does not cost credits unless the units are fighting rebels or other units) Bomb nation/rebel group (-30 credits, nation becomes enemy and diplomatic relations with other nations decrease, will hurt stability, economy, and possibly military of bombed nation)
Increase nuclear program (-100 credits for level 1, increases by 100 each level, gain prestige)
Decrease nuclear program (+100 credits for turn, lose prestige)
Deploy Nukes to Location (-50 credits, gain prestige, if opposing nation allows it to slide then they lose prestige, nuclear level must be 5 or higher)
Arm Country (-50 credits, can be player-controlled or NPC, will strengthen the armed forces of a country, action can be either covert or open)

= Rules
Starting and ending whenever, the goal of the game is to gain the most prestige while avoiding nuclear war. The game is played VIA private messages. I send a credit report to each player for the turn and they select a list of actions they wish to do. This usually takes place every day or two days. You can do up to 5 actions per turn. Deploying missiles in a friendly country increases the chances of nuclear war occurring. A chaotic world in general also increases chances, as does superpowers having troops firing on eachother in far-away conflicts or generally blaming each other for incidents. Accordingly, seek to minimize open conflict. Proxy wars are the way to go, whereas coups are prone to inciting superpower conflict. God help you invasions are absolutely last resort. Any power attacking a nuclear opponent three levels or more below his own nuclear level is able to achieve nuclear primacy - effectively saturating and incapacitating the opponent's arsenal and avoiding MAD. Also note that reactors, under construction or not, can easily be sabotaged or, in some cases, bombed.
Nuclear war ends the game. No one wins in nuclear war (unless it's nuclear primacy). Seek to keep the chance of it at 0% whenever possible.

Debts siphon credit income away the larger they get, and if left unattended can slowly grow over time. Nations with the exception of the USSR (with the exception of perestroika) are able to 'pay' for an action by putting it under debt. Going to war costs nothing. Wars will generally be long unless you have a clear advantage over your opponent. Finally, if going on too long, wars will have you lose some credits to keep up supplies and such, not to mention popularity. If going to war, specify how many troops you want deployed. Be sure to have at least 3 units or so in your country, or else more will be seen as an excessive deployment.
Rebels and separatists obviously both undermine governments. Rebels with 0 units indicate groups which do not openly fight the government in civil war or in a generally well-organized fashion, instead resorting to isolated attacks, usually on civilian targets.(Otherwise known as terrorists) To defeat rebels, you can either throw money at the problem (see actions list) or send in troops, which will cost you as much as deploying them in a foreign nation would. Growth rates give you a chance of gaining a few extra credits each turn (e.g. 50% growth rate gives you the chance to generate either no credits extra, or up to 50 credits extra, each turn). Growth rates are modified by various things (e.g. war, periods of prosperity, recessions, etc.)

Libya would like to assure the rebels in Chad that we have not turn our backs to you. With the the president of your country listening to us in Libya now, we will be able to help push for your agenda with in the current government. So do not dismiss us comrades, together we can build a socialist Chad and a Socialist Africa.

Also I would like to give my support to Comrade Fidel. You must continue the struggle in Latin America as I continue it here in Africa. A socialist Africa and a socialist Latin America would make strong allies!

The Soviet-Economy is a wreck.

Your women can't even find feminine goods in their local stores. Meanwhile, you seem to have no problem mass producing nuclear missiles. An economy based on imperialism and madness can't be sustained forever. We've learned such from the Romans.

Furthermore, the business tax incentives are tied to new capital spending and new job creation. As you are aware, work is much more effective than welfare at lifting oneself from a financial situation.
