But I assume It's got something to do with liberating victims of the holocaust because of the fact that the woman is very skinny and she's wearing the uniform they were forced to wear.

Susu got it right! "To the warrior-liberator -- glory!" It appears that the figure on the left is wearing concentration camp garb. It would be interesting to know where the poster came from. (The detail at the bottom right of the poster would probably supply a lot of useful information.)
