Apparently according to Telegraph Nepal(reproduced in Revolutionary Frontlines), a new "security" force consisting of hundreds of armed and trained youths has been formed by the Baidya faction.

Sounds like the Hardliners are gearing up for a People's War to me.

I'm not entirely sure how the formation of a youth security force would give you the indication of an oncoming People's War. I think comrade Surrus is correct in his comparison to the Red Guard; I feel the two could be comparable. It will be interesting to see how this continues to develop.
