Fidel Castro is first secretary of the CP and president of the Council of State. Raul Castro is second secretary and vice president. Most governments have similar constitutional provisions for the succession. There is nothing abnormal or undemocratic about it. Elections would presumably be held at the regularly scheduled time.

"Raul is very healthy ... undoubtedly, he's the comrade who has the most authority after me," Castro said in the report aired on NBC's Nightly News.
"And he has the most experience," Castro said. "Therefore I think he has the capacity to succeed me."
Sounds to me like expressing the opinion and hope that Raul would be chosen in elections following Fidel's death. IMO Fidel has every right to express this opinion.
