When does a fetus or infant become alive? What traits must it have and why?
It is always alive.
What you want to ask, perhaps, is a very different thing: when does it aquire rights within our society?
To that, the answer is, when law says so. And when should law bestow rights upon fetuses? At birth - any other option results in legal conundrums that either demoralise law or impose oppressive burdens onto actual members of society.
And this is not a philosophical discussion.

It could be interpreted in different ways, however universal ethics don't exist so it depends on the time.
