Comrade Commisar, please calm down!

It's all part of the latest Five Year Plan.

It was found necessary to fill in the Caspian and Black seas so our heroic comrades in Greenland, Iceland and the Caribbean gratefully donated their lands for the greater good. Naturally, they were happy to relocate from those awful places and of course the Plan was completed well ahead of schedule.
