Ok then...
Do you realize how many people were probably drilling on august 13th? Lmao, it's more likely that the sound was caused by a gymnastic team practicing that day. See what I did just there, i took 2 unrelated events and made a ludicrous conclusion out of it. In fact, someone posted the same sound on august 3rd.
Logical Explanation:
She's a pro at video editing or she has a good stereo system, I mean, it's not like I saw flocks of people hanging out of their windows or running onto the street when the sound started. My bad, I did see 2 people on the road down there...walking merrily on their way. It could be coming from some factory or traffic also.
But then again, it's probably those damn Freemasons!

Because there's nothing strange about the sounds in the video. One can hear all sorts of sound in a city and they do not appear to be any particularly noteworthy. Those "strange sounds around the world durrr" conspiracy-theories are a load of nonsense and would belong in chitchat if anything. Also note that the youtube uploader has aliens in the name and thus is probably a UFO-wacko.

There's no reason to believe that the noise in the first segment of the video (assuming it hasn't just been dubbed in) has anything to do with the second segment showing the drilling.
They sound nothing alike, and the reasoning used by the narration is specious at best; "someone sent me this video with a wierd noise, and later I found out these drilling guys recently joined YouTube! It's a conspiracy! Or maybe not, but what a spooooooky coincidence!"
While I will admit there is a certain creepy ambience about hearing such a noise in a bunch of tower blocks ("the citadel has awoken!"), I reckon the source of the sound is likely very mundane. Which in some ways is creepier.
