Personally, I think it's pretty cool, and since there is no permanent damage done to the statue, no harm done. Plus it is an ironic comment on the glorification of western culture in the ex-soviet bloc.

There was much tankie rage.
I think it's nice art and a cool statement.

I'm not sure what to think of it.
On the one hand, paint certainly makes it look cool and someone said no harm was done to the monument.
On the other hand, the people that went to the bother of erecting it in the first place would almost certainly consider it sacrilege. People that respect the event it represents would probably be furious.
Since I have no knowledge of the monument or the ideals it represents, I'm leaning towards disapproval.
Let the painters make their own, new monument... they've obviously got the talent.

The meaning could vary alot based on a number of things, but my best guess would be:

It's bulgarian and it says "Moving with the times"

The people who erected it/it depicts would probably agree with the message I think the artist was trying to convey, namely that the old heroes who fought for the people are being replaced with western consumerism. IMHO, anyway.
