Having seen how some European military officers almost begged for being allowed to bomb Libya, the roll a national army can play -in the times when USA's army is the only standing army engaged in operations all over the world- has hardly any relevance.

Military expenses in any country, even China, Russia or for that matter any economically developed or backward thirdworldist country are meaningless, provided they are useless against possible Washingtonian plans.

I disagree. They certainly serve to dissuade any possible Washington plans. Why hasn't the white house attacked North Korea? Being that North Korea costs South Korea and the US a ridiculous amount in defense spending? It's all about economics with the capitalists. If you have a large enough army, then the profit that they extract from your country might not be worth it being that it costs money to invade the country.
