The terror attack in Oslo 22. July 2011 is, unfortunely, not unique in Norway. Left-wing radicals has allways been accused for being potential terrorists.
But has never committed a terror attack. AKP m-l (Workers Communist Party marxist-leninists) was contacted by RAF, but declined the invitations to training camps. They did not believe in terrorism.
Still, as shown below, the true terrorists has allways been and will allways be right-wings. (In Norway).

1977: Oktober bookstore in Tromsø was blown up by right-wing extremists.
1979: neo-nazi Petter Kristian Kyvik was arrested for the bomb attack on the 1. May march in Oslo.
1985: Nasjonalt Folkeparti (National People's Party) blew up a mosque in Oslo.
1986: Racist Ole Krogstad arrested for blowing up the immigration office in Oslo.
1989: Arne Myrdal, leader of Folkeaksjonen Mot Innvandring (Popular movement Against Immigration), arrested for attempting to blow up a refugee camp at Tromøya.
1991: Jan Holte, of Hvit Arisk Mostand (White Aryan Resistance), arrested for planning to blow up Jo Benkow's house and bomb Blitzhuset (autonomous anarchists).

The situation is essentially the same in Sweden as well.

The neo-nazis in Norway has, luckily, been rather disorganized. I've heard stories about how neo-nazis in
Sweden allways was prepared when demonstrating. Handing out flags, flyers, etc on rallies.
And when the bus load of neo-nazis from Norway arrived, they (the norwegians) were all drunk.
