I was wondering if exploitation is inherent if, for instance, workers' cooperatives, or state-owned and small, locally-owned businesses competed for business.

I'd argue yes, in the case of Workers' Coops where the means of production are owned by the workers through a directly democratic process, with a replacement of money for labor vouchers instead of money.

A local business or a state controlled business is not enough.
