unions are one of the main things that allows poor teachers to stay no matter how poorly they teach
as soon as they get tenure, they have do something incredibly bad to get fired/in trouble
so any teacher that gets to tenure can continue to teach students poorly with little to no punishment
its not as significant to people who live school districts with good teachers like we do
but in poorer locations, bad teachers continue to show no improvement and aren't penalized for it
while the responsibility is both on the student(and their parents), their is little motivation for teachers to improve their teaching.

but i don't think all teachers deserve to get paid more.
i'm a fan of payment based on improvement.
because lets be real, a lot of teachers are simply terrible. and teaching attracts a lot of mediocre people. but they get sympathy because the people who actually are good teachers get screwed over thanks to all the bad teachers
its actually kinda similar to people in the military
but in the opposite direction
lots of people in the military aren't upstanding citizens. they go there because they screwed up in life or because they're hostile people
as seen by the high % of rapes/violence in the military
but, at the same time, there are people who truly go into the army for reasons of honor/wanting to protect others
and people view those in the military based off of the upstanding honorable soldiers
even though the good soldiers don't get rewarded enough for their excellence
