I don't know, while Russian Navy has shrinked a LOT, Russia still has edge in most important weapons systems like main battle tanks, artillery, air superiority fighters (China has lots of old fighters in their inventory) and surveillance systems. They also have troops with cold, hard combat experience, something what China lacks.

Socio-political variables are harder to take into account. Russian army has notorious problems with draftdodgers, but lately they have been making some moves to turn army into a more professional force; which is never a good a good thing in defensive scenario, mercs abandon the boat when things go south. Chinese army has some social prestige left, but I'm not certain is there any wider support for dengist regime.
