Solar System:
Martian scientists renew the terraforming process as the planetary economy is devoted to establishing a sustainable ecological system on Mars.
Inspired by the Martian Revolution, the colonists of Venus rise up under Doctor Habib D'ahudib and take over most of the small scientific outpost. As the Venusian Republic is about to be proclaimed, a small flotilla under the renegade marauder Cesare enters orbit and attacks the peaceful colony. Mysteriously overcoming the automated defenses without resistance, the pirates easily take over the planet and enslave the inhabitants. Venus quickly becomes an interplanetary hub for the trading and smuggling of slaves, drugs and weapons.
A few Venusian colonists steal heatproof vehicles and escape their tyrants, fleeing to the burning wastes, where they make use of a network of abandoned old structures from past scientific missions. The desperate rebels vow to fight on, and call themselves the Venusian Scientific Resistance.
Space piracy takes a minor hit as several overconfident Venusian privateers are lured into seizing a large and apparently defenseless Martian rocket freighter, only to all be destroyed by a series of controlled detonations along the exterior hull of the bait vessel. The unfortunate pirates are mocked as fools by their own, while the crew of the Martian suicide ship are praised as revolutionary martyrs on their home world.
Africa:
Michelle Amaechi leads the ecologist insurgents of the Earth Liberation Army on a heroic but bloody forced march across Africa, abandoning the Sahara for the Bugandan border where they hope to take advantage of local instability. Over 2/3 of the ELA is killed or missing in action during the long march, as the rebel columns come under constant attack by Terran Alliance attack drones and precision satellite bombardment, while being decimated by internal purges. Over 2,000 hungry ELA fighters are executed for the crime of eating meat, as they took to hunting small animals in order to survive.
Cabindan troops continue to gain ground against the Burkinabé Republic, prompting a collapse of the Burkinabé government and the elevation to power of the proven General Candice Kaboré.
Eurasia:
The Terran Alliance launches a concerted aerial/orbital strike against the naval forces of the Atlantean Union, crippling its ports and ruining the most prosperous cities. The Atlantean army puts up an impressive defense effort and most of the AU navy survives thanks to having been engaged around South America, submerged in the open waters where it was practically invisible to Terran satellites. Across Europe, volunteers swell the ranks of the Atlantean army and donating to the construction of planet-to-space defenses.
Timorese newsagents report the presence of Venusian pirate ships among the fleets attacking the AU. In response, Terran merchants boldly condemn their government's cooperation with space pirates, hurting Red Beard's popularity with the bourgeoisie.
China expands its already massive troop presence in Laos, gaining land in costly offensives. The South Laotian army is slowly crumbling, with only Pacific Rim naval superiority to protect it from utter collapse.
Kurdish forces defeat the remnants of the Saudi monarchy, but Yemeni troops deny them the rest of the peninsula.
The Grand Khanate and PRC agree to peace. Khanid troops immediately begin to withdraw from foreign theaters as tensions mount at the capital of New Karakorum.
A meeting of the Khans is convened at New Karakorum, but it gets off to a bad start when Batsaikhan loses his left leg and most of his left arm to a squad of elite assassination cyborgs. Batsaikhan retreats to his Russian domains, where he declares independence and enfeofs himself Khan of the Golden Horde. The missing limbs are replaced with state-of-the-art prosthetic equivalents.
At New Karakorum, things get even worse when Il-Khan Hulegu falls ill and gets raped during the night by unknown intruders. The next morning, Hulegu's personal horde of retainers escort their liege out of the city, killing several hundred imperial Khanid troops in the process. Hulegu returns to health and crowns himself Il-Khan of Persia and Central Asia.
A war betwen the Khans erupts as the three competing Khanates ratchet up their land forces and battle each other for supremacy in Asia. Millions die in the early stages of the war as fronts move wildly in all directions, khans and officers switch their allegiances, the rival coalitions consolidate their power.
As the British Isles are evacuated of Khanid forces due to the internal crisis, tribal uprisings flare up across the islands. The AU exploits the chaos and quickly seizes the area.
Americas:
Atlanetan forces conquer Guyana with overwhelming force, but face massive resistance from the oppressed population.
In North America, the ROE-PRC war for control of the West Coast reaches a stalemate as both sides turn their attention to other matters.
The Natural League is pushed into retreat by the mutant army, only to renew its struggle with fresh shipments of foreign arms.
Fanatical Incan troops are on the verge of smashing the State of Santa Cruz, as support for the fundamentalist movement spreads among the poor in neighboring Ecuador, despite government repression.
In Great Mexico, pro-Uluru Theyist fanatics hold impressive street demonstrations and recruit masses of slum-dwellers to their religion.
Oceania:
Despite promising early reports, Antarctican excavation efforts fail to turn up significant water reserves.
The pirate armada bloodily conquers Kenya and attempts to form a new state - the Confederation of the Republics of the Southern Oceans - but the project collapses as Pacific Rim forces take the pirates by surprise, annexing Sumatra and Borneo with massive popular support.

*Statement from Venus*
Today a communique from the new pirate regime on Venus came through commenting on a number of subjects.
Firstly they countered our earlier report that they were working with the Alliance stating "We arrived in orbit above the AU as promised for our scheduled attack when suddenly the Terran Fleet came in behind us, we were ready to gun it figuring they were after us, but when they opened fire on the AU, we decided to stick around for a bit and enjoy the help. However, when news of the Venusian rebellion got to us, we decided pop off and capture us a planet and let the Terrans have at it with the AU"
Cesare added at the end of that statement by Ivan his second in command that "The dear Chancellor need not fear, I'm a man of my word, we'll be back to finish what we started, just not today I'm afraid, big solar system and all, you understand."
After that Ivan resumed with the communique stating that "We the Venusian Pirate Federation are seeking trade partners on earth for our abundance of slave labor. We feel that in particular, due to the current civil war, one of the Khans might find some cheap cannon fodder useful."
After that they mentioned the PRC stating "Due to the fact that, even after our ship were in orbit, they continued their supreme arrogance in not even responding to our reasonable demands, in addition to the recent attack on our allies, they no longer have terms to meet, we're just going to kill them now."
Lastly Cesare personally commented on the recent article in the Martian national newspaper about himself stating that "While I greatly enjoyed the article, and I'm quite flattered that Mr. Beeblebrox thinks so highly of me and my crew, I feel there are some inaccuracies that I may be willing to clear up in the future, for the right sum, of course."

Well, to make your soon to be death in the Venusian wasteland a bit more bearable, I feel I should let you know that while I am brutal, I am not a barbarian. After I have secured my interest and position in the solar system I plan to invest in terraforming this planet. The city’s main hall lies in ruin, a smoldering mess of glass and marble. As word of the Chancellor’s arrival spreads, large numbers of Milanjaruans flock to his side, following him as he makes his way to what’s left of the main hall. Cheers of adulation ring out from windows, rooftops, and street corners as more and more people – normal and mutant – stream out of their homes to join al-Firanji’s march to the site of the wreckage. As the now-massive procession walks on down the main streets and boulevards, the marks of Terran aggression are clearly present: whole chunks of stone, marble, glass, and brick have broken off most of the buildings, creating massive, gaping holes. For some, the structural damage is too great, causing them to crumble to the ground. Entire streets are decimated, the only thing distinguishing them as places of habitation are the lines of rubble extending off into the rest of the city. Smoke billows from storefronts, manors, docks – all over. The people are bruised, dirtied with sweat, ash, and blood. Yet in the presence of their elected leader they are resolute. At long last, Chancellor al-Firanji arrives at the wreckage site of the main hall, thousands of Milanjaruans in tow. He gazes on the ruins, before turning to the crowd behind him. He raises his right fist, his face hardened. The air is ripped apart by the roar of the people’s cheering and applause. Waiting for the fervor to subside, the Chancellor begins to speak:

I am not a public man, rather, a military general, but I felt there were issues which needed clarification.
Over the course of the past few years, the people of Burkinabe suffered greatly from their repressive government. Public services were gutted, thousands upon thousands of the poor were forced to abandon their already putrid slums and flee the cities as there was no fresh water, no sanitation. It was a scene no one wishes to see.
Yet amidst this confusion and violence, the Cabindian people extended their lands and resources to these refugees. We created shelters, camps, and provided basic sanitation and support for our neighbors. Yet despite this, the Burkinabe government felt slighted and pushed us to war. Thus began the Cabindian invasion of Burkinabe.
A full-scale land invasion was commenced and great strides made against this repressive regime. While engaged in this battle, the neighboring countries of Benin and Liberia obviously feared the unrest and the power of the Cabindian military, and so engaged us at sea and by air. We were thus forced to fight 3 countries at once, all due to our willingness to help our neighbors.
Thankfully, with the continued engagements in Burkinabe, a great woman has risen from the battle and has now taken control of the republic. The collapse of the corrupt and completely inept Burkinabe government has left General Candice Kaboré in charge of their country.
We, the Cabindian people, welcome her leadership. We welcome her new vision for the future of Burkinabe, and Africa.
And given these developments, I, General Djassi of Cabinda, hereby withdraw all Cabindian military units from Burkinabe as well as neighboring Liberia and Benin. The war is over.

An interesting speech from the Cabindan General Djassi. I too am a military General, albeit democratically I have come to power, and I would like to make very clear the position of the Burkinabé Republic:
First, to address the peace offered by General Djassi. Peace is what we want. No doubt, the war has been devastating to this nation, however, it is this reason we will not agree to peace, unless the land stolen by Cabinda is returned. The "barbarism" and "abuse" came at the hands of an aggressive, imperialist state, hell-bent on stealing every bit of land it could.
The people of this republic are not fools, General Djassi. They had the ability to remove from power the government which "gutted public services" and "pushed you into war". This nation is and was a multi-party democracy, and the democracy has chosen me to lead. An interesting speech from the Cabindan General Djassi. I too am a military General, albeit democratically I have come to power, and I would like to make very clear the position of the Burkinabé Republic:
First, to address the peace offered by General Djassi. Peace is what we want. No doubt, the war has been devastating to this nation, however, it is this reason we will not agree to peace, unless the land stolen by Cabinda is returned. The "barbarism" and "abuse" came at the hands of an aggressive, imperialist state, hell-bent on stealing every bit of land it could.
The people of this republic are not fools, General Djassi. They had the ability to remove from power the government which "gutted public services" and "pushed you into war". This nation is and was a multi-party democracy, and the democracy has chosen me to lead. By no means was the former government saintly, or the most competent, but to place your imperialist advances as some humanitarian effort is insulting to the intelligence of our people. I, unlike you, am held to the will of the people. They could easily remove me from power, and elect another leader. However, they have placed their trust and loyalty to me.

It is irrelevant to me whether another nation has heard of me or not. The only popularity and fame that matters is that of my own nation, and it is clear they heavily support me. It is also irrelevant to me, the thoughts and opinions of an imperialist dictator, who thinks I am willing to let go of land. This nation is free and democratic, regardless of what you may believe, huddled in your office, fearing the ballot box.
This nation does not fear Cabinda, and I can safely say, the people are willing to fight for every inch of land.

The AU has not ruled out deploying troops in order to ensure that peace prevails between Cabinda and the Burkinabe Republic. The Prime Minister's statements ring true (except the annexation part). However, if the referendum falls through and armed hostilities break out, the Atlantean Union will be considering the creation of a neutral buffer state between the two.

Interviewer: Welcome and thank you for having us.
Cesare: The pleasure is all mine.
Interviewer: We were actually surprised you responded to our offer of an interview, why is that?
Cesare: You mean besides the exponentially large sum you offered?
*Interviewer laughs*
Cesare: It simple really. Before we were nomads of sorts, roaming the vastness of space, murdering, pillaging, that sort of thing. Our only responsibility was to ourselves and our survival. That has changed. When we captured Venus, we catapulted ourselves into nationhood. We are indeed still pirates, but we are now a nation of pirates like the Barbary Coast States of old. And with this new found status comes the added responsibilities of trade and diplomacy. I feel that having a more than a brief summary of my life in a Martian newspaper would serve to better facilitate relations with potential trade partners and allies.
Interviewer: Despite the youth of your new nation, there is already a rebel movement, their leader Dr. Habib calls you a 'dangerous barbarian'. How do you plan to deal with this treat? Are you worried they could undermine your control of the planet? And how do you respond to Dr. Habib's allegations?
Cesare: These scientist are no real threat. They number in the dozens and are stranded in a inhospitable wasteland. They are no more a threat to me than to anyone else. We have them well under control. As for Dr. Habib's allegation of barbarity, simply he is incorrect. What terrifies men like him is indeed how civilized I am. How something so brutal and monstrous can at the same time be cultured and sophisticated. It is terrible and incomprehensible to them because I am them, the darkness in civilization. They call me a barbarian to separate themselves from me. After the second World War in the 20th century, Nazi Germany became the epitome of evil in the minds of men. It is not because they were mindless murdering barbarians, but because of how civilized they were. They represented the evil of modernity in its purest form, cold, methodical, machine like and they were hated by people of the time for it. It is easy to think that all the monstrous things of the world are a lack of modernity, a leap back to the barbarity of the olden days void of civilization. It, however, simply isn't and that is what horrifies people like Dr. Habib.
Interviewer: Interesting. Now, you have a few major powers who would like to see you destroyed. The Atlantean Union and Martian Republic are chief among these. How do you plan to deal with them?
Cesare: The Martian republic has shown a willingness to sacrifice themselves to strike a blow against us. The unfortunate incident earlier this year was my men's fault, they threw away caution. I have always told them to scan for booby traps before docking, these men did not listen and paid the ultimate price. As a result, I have decided to institute an official policy in regards to running multiple scans, searching for explosives, chemicals and biological agents that could be used to attack our men before boarding a ship. Failure to adhere to this will result in a flogging of the officers, including the captain. And that's if they don't get themselves killed. Otherwise we will not be changing our approach towards the Martian Republic until they have a space fleet and we are currently enacting precautions for this eventuality.
Interviewer: And The AU?
Cesare: The Atlantean Union is a more present threat due to their construction of Earth to Space defenses. This will put not only our raiding operations but also our trading operations at risk of attack while in earth orbit. This is unacceptable and we are working towards stopping this. We also feel that the TA will be doing the same, as ETS defenses in the AU is a threat to them as well. I know Red Beard will not work with me directly, but I feel we have a mutual understanding of the Au threat to both our interest and he will not interfere with any actions I take against the AU.
Interviewer: Speaking of Red Beard and the AU, what are your opinions The Chancellor, the PM, and Red Beard.
Cesare: Red Beard is a noble fellow, a tad idealistic if you ask me, but there is nothing wrong with that. He has my respect. He also hasn't gone after me, so I am thankful for that as well. The PM, on the other hand is a highborn fool, an aristocratic cur and coward. At the same time, however, I have great respect for the Chancellor. He reminds me of my adoptive father. A strong, intelligent and brave man, but brought down by that oh-so common aristocratic malady of pride. In other circumstances I might be asking him to join my crew, sadly however, he is my enemy. If I capture him though, I will extend him every courtesy of a captured noble, including an honorable death by beheading instead of being tortured to death.
Interviewer: But you had said before that he would meet a fate worse than that of Abdul, a man you had just brutally tortured to death.
Cesare: This is true. However, I was quite upset at the time, as you noted I had just had to torture one of my own men to death and despite appearances, there is nothing more important to me than the well being of men under my command. I'd rather cut off my own hand than allow one of my men to suffer needlessly. At the same time however, I am forced to keep order, which means executing traitors, I take no pleasure in doing so however.
Interviewer: From you comments about the PM, can I assume he will not receive the same kind treatment if captured?
Cesare: If you asking of whether or not I'd torture him to death, than the answer is likely no. I picked up a crewman last year, a stowaway aboard a Antarctican Water freighter. He told us that back in Great Sudan he worked as a hit-man for various crime organizations. One day he was approached by AU agents claiming to be working on behalf of the PM. They tried to hire him to kill Red Beard. He declined due to the fact that all others who tried it have failed and ended up dead. A few days later, he was attacked by what he believes to be an AU assassination squad. He narrowly escaped with his life and fled to Antarctica to make his way to Mars to hide there, as he felt no where on Earth was safe. When we attacked the freighter he was on, he asked to join our crew, we accepted him. So we would most likely hand the PM over to Red Beard as an act of good will.
Interviewer: You mentioned your closeness with your men and the responsibility you feel for them. Not many officers of your background would share such feelings, where did you gain this notion?
Cesare: It is certainly true that the pompous old aristocratic admirals of the old fleet saw soldiers as nothing more than pawns they could move across a chess board, an expendable and renewable resource that they could throw at problems until they were solved. When I was navigation officer, I felt similarly, we received thousands of fresh men every week when we had soldiers on the ground in Mars. When I was made captain of an assault squad, that all changed. Our ground forces suffered 60% causalities, some assault squads would be sent on missions to never be heard from again. The Martians faced the same when they went on the offensive. Waiting in the back of our transport ship was like being huddled in the trenches of the first World War, waiting for the doors to open and us to "go over the top" into certain death. Under those sort of conditions, profound bonds form. You love each other and would willing die for each other. I remember every man who died under my command. Their faces are always with me. One stands out in particular, the first man to die under my command, Private Jacque Mobassé. A twenty three year old Haitian born migrant to Great Mexico. On one mission we were sent to attack a Martian artillery position in advance of a planned offense, he saw the grenade land before anyone else and he did the only thing he could, he jumped on top of it. The day before was his birthday, back on the ship we had been celebrating. His mother had sent him a sweater to keep him warm in the Martian winter, not realizing we were fighting in temperature controlled domes.

I remember the smile on his face on all our faces, we sang and danced and played cards. That night was so filled with joy and only a few hours later I saw him blown to bits in front of me. I had been dancing with him the night before and now he was scattered across the battlefield.
*Cesare holds up his hand and pauses, wiping his eyes.*
He gave his life so we could live. And what did his mother get? A cold bureaucratic letter, stating how he died in service to the Alliance. He didn't even receive a medal, no recognition of his sacrifice. The higher ups didn't care, it was up to me to protect these men and make sure they were treated with the dignity they deserve.
Interviewer: The Martians knew you as a butcher, a beast who lived and breathed combat, what you just told me seems in stark contrast, how did you become so feared?
Cesare: As I said, it is my main goal was to protect the lives of my men. There is little you can do on the battlefield, the only way is to make the enemy hesitate, to be less effective than you, to give you the time you need to kill them before they do you. The only way to do this is to make them fear you, to make them freeze at the sight of you. I did everything I could to achieve this and I feel that the fact that my squad had one of the lowest causality rates in the entire army shows its effectiveness. As for my prowess in combat, it is true I enjoy battle. You feel alive in battle, more alive than anywhere else.
Interviewer: Some say that you enjoy killing, that you are a sadistic monster, how do you respond to that?
Cesare: I say that, sadly, it is true. I am a monster. I do enjoy killing, I enjoy the feel of blood running down my arm. I know in my mind it is wrong, but it is who I am, I can't help it.
Interviewer: Do you think your parents murder could have something to do with it?

African Continental News: History Moment
A report on the life of General Candice Kaboré, Commander-in-Chief of the Burkinabé Republic:
Born and raised in the African nation of Burkinabé on a collective farm, Candice was the only girl in a family of 4 children. She came from a long line of collective farmers and soldiers. From an early age she expressed the will power and determination in physical sport, excelling in the ancient game of Soccer, and excelling in academics. The war sparked by mass espionage activities perpetrated by the nation of Cabinda. Her popularity rose as her critiques were taken more seriously with the defeats, and in 3003 she became the leader of the Parti du Progrčs Nouveau, a leftist party with close ties to the now defunct Bloc du République Burkinabé.
In 3007, another military defeat ended in a vote of confidence against the Parti du Liberté, which was defeated by the General's party, who gained the largest majority government in the nations history. The General's government now holds 253/300 seats in parliament. A momentous increase from the 74 seats held prior, in third place behind the right wing "Parti Nationalé". This was not the only historic event, she also became only the second female in 89 years and only military General to hold the position of "Commander-in-Chief".
She is an outspoken critique of imperialism, oppression and is a advocate of multi-party democracy, a system which has been held in Burkinabé for over 300 years. Her advocacy of anti-imperialism is key in her refusal to accept the peace offer of the nation of Cabinda, the peace offer is considered a mere propaganda move by the nation of Cabinda to smear the history of Cabindan espionage. The land is all she asks for, and the government of Cabinda, a military dictatorship who recently "converted" to Theyism to receive aid from the Uluru and Atlanteans, refuses to relinquish it, claiming the people are happier without democracy.

The AU would like to reiterate its stated commitment to both the Burkinabe Republic and Cabinda. We're still attempting to navigate our way to a settlement that pleases both respective parties. While doing so, it is important that both nations refrain from language that can be interpreted as "aggressive". Two notes one this. First, like I said your scientist are working on their own projects. My science team deals with all Defense projects, because frankly I don't trust your colleagues enough yet to work on technology that my men's lifes depends on solely (ie stuff they could sabotage that won't harm them but will cause my people to lose their life's.). The only projects that your former colleagues are asked to work with on by my team are tech that they are unfamiliar with, such as the bases air flirtation system, water creation unit, and greenhouse (none of my guys have a green thumb). Otherwise they work on what they wish. I of course fund them based on importance, right now the people researching increasing the growth of saplings (allowing entire forest to be grown in months, important for any attempt to terraform this planet), the team working on a cure for the Olympus virus, and the people working on a faster-than-light engines are receiving lots of funding while the guy studying the behavioral pattens of platypuses is not.
And there has been absolutely no one who has left the base and entered the wastes since your band. If you think you are gaining followers, than you are already hallucinating and should consider my offer soon.

"The people" are a non-playable character. Their voice is decided by the game master based on thread posts, issues that are developing and issues already developed. Ismail did so using a random number generator, along with thread posts and turn moves (to decide elections and such).
OOC: I understand you may be frustrated, but it's a game. As well, it is a legitimate issue to take up. It's not as if the land was never a part of the Burkinabe Republic, otherwise i would be playing off an illegitimate issue. Regarding mechanics - random integer generator is used (otherwise it would just be what I think would happen), but parameters are established beforehand based on a calculation of variable probabilities, I also calculate a counter-percentage for all actions and there is a series of equations based on objective statistics. In other words, if you try to assassinate someone, you always have a certain chance of succeeding, but the relative defensive capacity of their bodyguards/security/whatever will also be taken into account. Or if you try to hold a referendum in a disputed area, there will be a given element of randomness, but the history and present situation of that region also factor into calculations. And of course, the interference of foreign powers could definitely influence/rig a vote.
Regarding PMs vs. thread posts - Thread posts influence the game but they do not necessarily count as official actions. You must PM all actions (listed on the first post, here (http://www.revleft.com/vb/diplomacy-3000-ad-t157177/index.html)) to me. Publicly, you are allowed to lie about anything and backstab anyone, so you have to privately tell me what you are really doing. Therefore, if two players make some kind of material agreement, both must send a PM or the deal is invalid, because I can't step into someone's shoes and assume that they aren't bullshitting or stalling. That said, one-way gifts, announcements of friendship and mutual protection pacts do not require confirmation from both parties via PM.

Not necessarily - depends on how good your plan is ;p. Extra wording clarifies what you want to do, but doesn't automatically boost your chances of anything. I have equal appreciation for casual players and loquacious players (and I have gotten some turns that are longer than essays). If you just send sparse orders, I will interpret them as best as I can from your position. But if you want to elaborate on your goals, feel free to go into as much detail as you want.

Solar System:
On Mars, state scientists succeed in melting the icecaps and flooding the Northern hemisphere with water, but the terraforming process still has many years to go before the surface will be habitable without protective equipment.
In an expression of anti-Terran chauvinism, Martian citizens vote to limit the immigration of unskilled workers, slowing down the planet's economic growth. Undocumented immigrants immediately begin circumventing the new laws through various extralegal routes into the great city domes.
Venus under the tyrant Cesare expands the planetary outpost with slave labor, increases the size of its garrison, and begins trading slaves with the Terran power most ready to do business - the Khanate of the Golden Horde - while dispatching the piratical rockets to raid Earth.
Elements of the Venusian Scientific Resistance somehow acquire modern infantry lasers and more heatproof vehicles, which they use to launch surprise attacks on work gangs and free hundreds of slaves, with apparent help from spies inside the main outpost.
Cesare's forces use satellite imagery to locate an apparent hub of rebel activity near the summit of Maat Mons, which they surround and raid with armed heatproof vehicles and an old Alliance cruiser. Suddenly, a ring of EMP blasts disables all craft and the cruiser crashes into the planetary surface. Mysteriously well-trained rebel commandos hop down the mountain slopes and attack on foot with heatproofed, ancient-style ballistic and melee weapons - tactics that remind Cesare's unfortunate troops of the Martian War. Over 700 of the tyrant's best men are killed and twice as many captured; most of the prisoners are cruelly melted down into protein cubes for the starving rebel troops - until Dr. D'ahudib arrives and forbids further reprisals.
Africa:
Benin and Liberia enter an official alliance with Burkina Faso following a highly successful tour of both countries by the Burkinabé leader Kaboré.
The Cabindan-Burkinabé war comes to an end as both sides jointly administer a temporary demilitarized border area pending a popular referendum. Generals Djassi and Kaboré both face domsetic resentment from the brass, but the effect is worse in Cabinda where the peace was regarded as unnecessary and the war is now seen as a costly failure.
Cabindan excavation efforts turn up several ancient settlements, improving the country's trade in rare artifacts from the ancient capital of the world.
The Earth Liberation Army begins rebuilding its strength and moving into Buganda, taking over rural towns as old remnants along with new recruits trickle in to the insurgent base areas.
A successful Madagascaran diplomatic mission to Botswana leads to improved trade ties and diplomatic relations, as Madagascar and Cabinda begin constructing high-speed rail lines with the intention of linking the two countries together.
Botswana offers to host the high-speed rail, which provokes the Rwandan government to denounce the plan and conduct military exercises along all its borders.
Eurasia:
The War Between the Khans picks up in Central Asia as the pretenders Batsaikhan and Hulegu rally their forces for a massive assault on Qorchi's Grand Khanate.
To secure his Western border, Batsaikhan hands over the Northern Islands to the AU in return for peace. The Golden Horde thus pays little attention to Atlantean troop movements along its rear, as the vast majority of the army marches East to batle Qorchi for supremacy. Atlantean Forces then backstab the Golden Horde in a massive invasion of Russia. Mongol reserves manage to slow the AU's advance, but only after losing half of the country.
An Atlantean puppet state, New Russia, is set up without the participation of anarchist rebels, who nevertheless welcome the end of Khanid rule and agree to temporarily stop fighting the new government.
Despite the betrayal of its allies, the Il-Khanate makes gains in Asia and takes over most of Tibet.
The Grand Khanate completes restoration of the mighty Tokamak reactors in Siberia, powering its economy and restoring a semblance of greatness to New Karakorum as war rages in the West.
Kurdistan expands its energy trade and shifts its preference from the Grand Khanate to Cabinda. The neighboring state of Yemen expands its military after publicly executing a number of "heretic" spies.
South Laos builds up its military forces with Pacific help, but Atlantean fighters bomb the country and neutralize its military assets. Despite stern resistance and naval superiority, the defenders are pushed further back and most of the new recruits are killed in action. Southern Thailand is defensively occupied by the PRC while the Empire of Laos is on the verge of defeat.
Protests rage in the AU over constant warfare as financial circles lose confidence in the government's runaway deficit spending. Rebel movements in Haiti and Europe grow noticeably.
In China, a liberal mutant Equal Rights Party appears in response to wartime rationing and compulsory labor laws.
Americas:
Terran forces massively bombard the AU throughout the Americas, destroing several units and encouraging the growth of resistance movements.
In North Amerika, hardline mutant putschists are mopped up by ROE loyalists, but the Natural League continues resisting the government, as several prominent philosphers of the ruling party reject the ancient second-millennium Marxian worldview and instead embrace a new theory of Trialectical Transcendentalism.
Incan forces triumphantly annex the state of Santa Cruz, bolstering their economy and military power, as fundamentalist Incan Guards are formed in neighboring Amazon.
Citing a need to "better defend the fatherland against theocratic aggression," Paraguay's military rulers turn their Antarctican weapons on the friendly neighboring state of Patagonia, ravaging its northeast coastline.
In Great Mexico, Theyist fanatics become increasingly militant and organize a mass march on the megalopolis, but police vehicles block off the main approaches and cut down thousands of demonstrators with laser artillery before chasing them into the slums and exacting a bloody retribution. The movement is dealt a serious blow.
Venusian pirates take advantage of the AU's extensive deployments to raid its American possessions in support of Guyanese rebels, destroying buildings, capturing slaves and supplies before being chased off by modern aircraft. The space pirates then raid Australia with some success, before heading north to Indonesia, where two of their ships are shot down by experimental PRC high-altitude "satellite killer" stealth drone fighters, and the pirates retreat to Venus with their loot.
Oceania:
Antarctican mining efforts finally tap into new mineral reserves, but no sizable pure water desposits are found.
An abortive Uluru invasion of Tasmania is easily thwarted by the pirate navy, with few losses on either side. A cabal of defeatist deacons attempts to overthrow Nerang Jerrah, but the rising is defeated after three hours of street fighting and the ringleaders are incinerated.
The pirate armada reorganizes itself into the Confederation of the Republics of the Southern Oceans, or "Southern Federation" for short, partially stabilizing the toxic political situation in Oceania. The Southern navy retrofits all of its ancient vessels with newer weapons, defenses and propulsion systems.

Working together must be the way through. I urge all nations to work together and form a new international body: the United Worlds. A body that brings together diplomats from all nations, and planets, to work together on international, interplanetary, and intergalactic, should we ever achieve it, issues.

If we wish to see how the resolve of the south east asian people unfolds, we should look at Laos, where the newly liberated people of the state of Laos are treated just like chinese civilians by their liberators, the Chinese Army. In due time, all residents of China will have better lives, but in order to make improvements, we need to expand our union and gain the necessary resources.
All of the peoples of South East Asia will one day be united, and all of our lives will be better, through the hard work and teamwork that we will implement!

Cesare walks into Eszra's room. His face is sullen. Eszra looks to him and he nods.
Eszra begins the play back of the footage from the crashed cruiser. Cesare begins to tear up, watching his men being massacred, suddenly he says "stop it". Cesare leans in examining the scene in detail. Suddenly he yells "NO, NO, NO!", throwing the computer off the desk and slamming his fists down. His head sinks and Esrza frantically asks "What, Cesare, what did you see?", "The Red Legion." Cesare responded sullenly. "Who the fuck it that?" Eszra asked naively. "They, my dear friend, are Martian Special Forces, and they orchestrated the greatest loss of life my men have seen since the Martian revolution in collusion with a few Scientist and slaves...this changes everything, we can not treat this a a pirate would, this is a war, we are at war, we must begin militarizing our forces at once, they don't stand a chance otherwise." Cesare replied. "Now, my friend, I must retire, I have a most unpleasant task ahead". Cesare exist and heads for his quarters to write a personal letter to each of the families of the nearly 2100 dead men.
It takes Cesare nearly a week to finish and he includes a medal and a small sum of money in each to help the families with any expenses they might have holding their own services. The next day a remembrance service is held for the men who died. Cesare personally plays the funeral song:

I failed my men that day, their deaths are my fault as much as those bastard Martians. Everything I do, all the brutality of it, is for my men, a means to an end. That end being a secure future for them in this solar system, my personal enjoyment of the means matters not. Chancellor al-Firanji: What happened in 3006 amounts to one of the worst atrocities committed by a nation in quite some time. The Terran Alliance’s efforts to terrorize our nation by these acts of violence speak volumes about the barbarity of its leadership. Red Beard has turned the Alliance into his own personal army. My administration has been seeking ways to combat this, and I think we’re beginning to make inroads towards achieving our goals. As for the nation, I couldn’t be prouder of every Atlantean man, woman, child, and mutant. We are a resilient people, not easily cowed by such craven acts as these. As the Prime Minister has noted, Parliament and the Central Government has passed every single measure I sent to them. Those in need of the aid offered in these new relief measures can begin accessing them immediately. Our main goal is to rebuild the lives ruined by the Alliance’s strikes, and we are making progress. Much of the cities involved in the attacks have been nearing the halfway mark in the reconstruction process, and I hope to see these areas rebuilt by the end of 3013.

Have the people there largely approved of your decision to dissolve the Republic and rejoin the Union, or have there been issues?
Prime Minister: Well at first, the population decided that is was a bad idea. There was even a rebellion brewing. But after the pirate Cesare came, the population has generally approved of the merger.

Chancellor, you declared these reports to be true in your speech in Milanjaru; has any further evidence of this been found? That said, Cesare is – for all his many, many shortcomings – somewhat of an honorable man, and I respect that side of him. You can respect your enemies, there’s no harm in that. As Prime Minister Iluqarpuq stated, the military – in cooperation with the NSC – is currently in the process of constructing planet-to-space defenses, which will keep all aggressive powers at bay. Other ideas are currently on the table that the Prime Minister and I have been discussing. We’re not ruling out anything at the moment. Our duty is to protect the people and ensure the nation’s continued stability. We will do everything within our power to do that.
Reporter: You two are both expecting to deliver your individual addresses to the Union in the coming days. What can we expect from your speeches? Will there be any mention made as to the conflict in Africa, or the breakup of the Grand Khanate? What can we expect?
Chancellor: I’m afraid that’s to be confidential. The Chancellor’s addresses to the Union have always been kept secret up until the day of the address itself. However, the Prime Minister’s address isn’t, so he can certainly tell you about his speech. Why don’t you share a bit of it, Iluqarpuq?
Prime Minister: In the near future, I plan on doing my address to the union; I plan on covering two topics. The first being our stance on the war between the khans, and the conflict in Africa, it won’t be a long speech, but it is sure to get my point out.
Reporter: Speaking of the Cabindan-Burkinabe war, the AU has fairly strong ties with both respective nations, leaving it somewhat caught in the thick of the conflict. How has the mediation role progressed, and is there any peace settlement in sight?
Prime Minister: According to my informant, SPIKE, peace, in mine and his opinion, is going to be far off, no one can decide which land is theirs or not, so I’m considering taking the land and creating a buffer zone, so if they want to wage war, they will have to get through us first.
Chancellor: The government has been keeping a close eye on the situation there. One bad move and hostilities could break out at any moment. The AU, however, is considered a close ally of both Cabinda and the Burkinabe Republic, and that’s why we stepped in when we did. I am pleased that our calls for a demilitarized zone has been taken up, with both Burkinabe and Cabindan troops overseeing it. I know both Generals Djassi and Kaboré personally, so this issue hit fairly close to home for me. I’m glad peace has been established.
Reporter: Let’s shift our focus to the recent dissolution of the Grand Khanate. Numerous world leaders have been calling the breakup of the Khanate on par with that of the old Soviet Union (minus the terrible civil war, of course). Has the reaction been much the same amongst Parliament and Central Government heads? What about you two, what’s your take on the situation? Certainly, this is an historical moment.
Chancellor: I only consulted Parliament and the Central Government very briefly, so you’ll have to ask them what they think!

Chancellor: As for the comparison to the Soviet Union, I must disagree. The Soviet Union fell due, in part, to the fact that’s its citizens didn’t wholly support it. There were plenty of internal complications as well, but the people were the ultimate reason for its dissolution. The Grand Khanate fell apart due to the pride and corruption of its leadership; their people had no say in any of it whatsoever.
Prime Minister: Parliament has been very busy, and we have not had the liberty to discuss it, me and the chancellor on the other hand have discussed what we are going to do, unfortunately I'm not at the liberty to discuss it.
Reporter: Chancellor, if I may: you recently spoke in favor of mutants’ rights in your first ever public interview before the nation and, indeed, the world. How has that fight progressed since then? Do you hope to achieve human-mutant equality by the end of the decade, or is there no set timeline?
Chancellor: I expect full mutants’ rights to be passed in Parliament and the Central Government by the end of the year, actually. Sure, some members of the old guard are going to grumble over it, but it’s the way forward for us, for the AU. Unity is the most important quality in a nation, and I think Atlanteans are aware of that. I think the vast majority of people will support the move to grant mutants their full rights. And it will happen, no doubt about it.
Reporter: Prime Minister, a question: You recently claimed that, with the end of the Grand Khanate, the AU was the premier power (after the Terran Alliance). What prompted that statement, and do you still believe it? Seven years ago, the Union was struggling to remain united. Today, the country is on the rise.
Prime Minister: I believe it completely, now just to prove it, who is the only person the TA has attacked in the last seven years? For the moment, as long as Red beard doesn't keep building units, we can stave off whatever he can throw at the nation.
ANS Reporter: So Prime minister, you have been called a coward by Cesar, and that you will be handed over to red beard if you are caught, what do you say to that?

Reporter: You two are both expecting to deliver your individual addresses to the Union in the coming days. What can we expect from your speeches? Will there be any mention made as to the conflict in Africa, or the breakup of the Grand Khanate? What can we expect?
Chancellor: I’m afraid that’s to be confidential. The Chancellor’s addresses to the Union have always been kept secret up until the day of the address itself. However, the Prime Minister’s address isn’t, so he can certainly tell you about his speech. Why don’t you share a bit of it, Iluqarpuq?
Prime Minister: In the near future, I plan on doing my address to the union; I plan on covering two topics. The first being our stance on the war between the khans, and the conflict in Africa, it won’t be a long speech, but it is sure to get my point out.
Reporter: Speaking of the Cabindan-Burkinabe war, the AU has fairly strong ties with both respective nations, leaving it somewhat caught in the thick of the conflict. How has the mediation role progressed, and is there any peace settlement in sight?
Prime Minister: According to my informant, SPIKE, peace, in mine and his opinion, is going to be far off, no one can decide which land is theirs or not, so I’m considering taking the land and creating a buffer zone, so if they want to wage war, they will have to get through us first.
Chancellor: The government has been keeping a close eye on the situation there. One bad move and hostilities could break out at any moment. The AU, however, is considered a close ally of both Cabinda and the Burkinabe Republic, and that’s why we stepped in when we did. I am pleased that our calls for a demilitarized zone has been taken up, with both Burkinabe and Cabindan troops overseeing it. I know both Generals Djassi and Kaboré personally, so this issue hit fairly close to home for me. I’m glad peace has been established.
Reporter: Let’s shift our focus to the recent dissolution of the Grand Khanate. Numerous world leaders have been calling the breakup of the Khanate on par with that of the old Soviet Union (minus the terrible civil war, of course). Has the reaction been much the same amongst Parliament and Central Government heads? What about you two, what’s your take on the situation? Certainly, this is an historical moment.
Chancellor: I only consulted Parliament and the Central Government very briefly, so you’ll have to ask them what they think!
Laughs.
Chancellor: As for the comparison to the Soviet Union, I must disagree. The Soviet Union fell due, in part, to the fact that’s its citizens didn’t wholly support it. There were plenty of internal complications as well, but the people were the ultimate reason for its dissolution. The Grand Khanate fell apart due to the pride and corruption of its leadership; their people had no say in any of it whatsoever.
Prime Minister: Parliament has been very busy, and we have not had the liberty to discuss it, me and the chancellor on the other hand have discussed what we are going to do, unfortunately I'm not at the liberty to discuss it.
Reporter: Chancellor, if I may: you recently spoke in favor of mutants’ rights in your first ever public interview before the nation and, indeed, the world. How has that fight progressed since then? Do you hope to achieve human-mutant equality by the end of the decade, or is there no set timeline?
Chancellor: I expect full mutants’ rights to be passed in Parliament and the Central Government by the end of the year, actually. Sure, some members of the old guard are going to grumble over it, but it’s the way forward for us, for the AU. Unity is the most important quality in a nation, and I think Atlanteans are aware of that. I think the vast majority of people will support the move to grant mutants their full rights. And it will happen, no doubt about it.
Reporter: Prime Minister, a question: You recently claimed that, with the end of the Grand Khanate, the AU was the premier power (after the Terran Alliance). What prompted that statement, and do you still believe it? Seven years ago, the Union was struggling to remain united. Today, the country is on the rise.
Prime Minister: I believe it completely, now just to prove it, who is the only person the TA has attacked in the last seven years? For the moment, as long as Red beard doesn't keep building units, we can stave off whatever he can throw at the nation.
ANS Reporter: So Prime minister, you have been called a coward by Cesar, and that you will be handed over to red beard if you are caught, what do you say to that?
Prime Minister: Ever heard of the invisible dead man’s switch?
ANS Reporter: No.
Prime Minister: Well it’s a surgically planted explosive that when I die, or really want to die, its instant insurance. So sure, hand me over to red beard, make my day.
ANS Reporter: Last question, and thank you both for participating. It has been a pleasure. The devastating attacks last year have decimated entire cities and populations. People are worried, but they remain determined to see justice won. What final words of comfort do either of you have for the nation?

Chancellor: The Atlantean Union will rebuild. My friends, we have only just begun. While we still mourn the loss of lives in the 3006 attack, we remain together as one nation against the tyranny of terror and its perpetrators. Take comfort in that we will begin anew, stronger than we ever were. My administration will never rest until we come out of the dire straits we find ourselves in. We will emerge from the wreckage, never doubt that for a minute.

Did I ever doubt that The_Synthetic_Mind could prevail? Sure! We all did. Today is a proud day for the Russian. The decades of Khanid occupation has ended, as the Grand Khanate turns on itself and its heirs jostle for supremacy. Batsaikhan, the “Butcher of New Crimea”, has been driven out. His pride and arrogance ultimately proved to be his downfall, as his genocidal attempts to stamp out our peoples’ heritage and history only hardened the average Russian’s resilience. As the Golden Horde’s legions surged east, we seized our independence! With the assistance of Atlantean forces, our people overran the Khanid aristocracy and drove them out of our palaces, our manors, homes, and government. The shadow of tyranny and dictatorship shall never darken our nation’s doorstep again, lest it be beaten back into the darkness from whence it sprang. Let every Russian man, woman, and child rejoice – for we have defeated the Mongol hordes and sent them away from our young and verdant lands! Our history shall once again be one committed to the Russian, ours to dictate as we will. Our independence was won with much loss and bloodshed, but it we mustn’t forget that it was aided by our new allies in the West. With the support of the AU, Russia shall once again be the land of the Russian. However, we are a young nation. After decades of Khanid aggression, our economy has been gutted, our technology outdated, and our armed forces antiquated. We have years of work ahead of us before we can stand on our own two feet. With Atlantean support in these fields, I hope that we may begin to rebuild our nation into a grand and powerful state, with the city of Moscow its thriving metropolis.
As we move into the future, I have requested that an Atlantean presence be established until our own armed forces can defend the nation on its own. We owe the AU a debt of gratitude for their sacrifice. They have stood by our people ever since the Khanate’s armies began its unlawful occupation of our lands, subjecting our people to countless horrors and atrocities. We stand in solidarity with the Atlantean Union, and extend our thanks. From this day forth, we stand with the AU. They have fought for our independence as much as we have. In the coming years, I will make it my duty to ensure Russo-Atlantean ties remain as strong and close as they are today. With their help and aid, we shall propel New Russia into the future.
As President of New Russia, I will make it my top priority to ensure a return to the Russian way of life, bringing back the old traditions and customs of our ancestors. I will commit myself to the revitalization of Russian pride and culture, and to the fostering of democracy. The only thing a pirate knows and understands is the lust for power at all costs. He or she does not care for those who serve beneath them, so long as they keep the loot flowing in. Our government is not a pirate government, and those members of it who were pirates were not pirates because they wanted to be, but because they had no choice. In their countries of origin they had no way to sustain themselves or we denied the ability to do so. For example my family was from a fishing village in the Philippines, but because they were mutant you army came in and murdered them with only me and my little brother barely escaping alive.

Also most of our officials are from the local islands that make up the South Federation and are elected by the people. Kaboré: The war was certainly not started by the republic. Frequent terrorist and espionage activity, which we found was of Cabindan nature, had been plaguing us from 3003 to about 3005. In 3004 we had amassed troops on the border to maintain an immediate defensive position, should push come to shove. It was at this time that the espionage and terrorist activity was greatly increased by Cabinda, and the Commander-in-Chief, at the time, declared war on Cabinda. So no, we did not start the war, we responded to the silent declaration of war by Cabinda on Burkinabé.
Dia: About the land?
Kaboré: Yes, my apologies. The land has been Burkinabé land up until Cabinda invaded it, and declared it Cabindan land. The people were driven out of their homes, homes which were destroyed by Cabindan military activity, and until now the people have been unable to return.
Dia: On that point, what of Djassi`s claims that the people strove for freedom, and social services which were not offered by the previous government?

Kaboré: This point was espoused so fragrantly by Djassi. If he actually believed that a military dictatorship which bombed people out of their own homes would provide a better life than a peaceful democracy, he clearly needs to be seen by a psych. We provided the necessities to the people, health, transport, shelter, food. Djassi wanted the land, and more people to exploit for profit. He is an imperialist. However, I want to be clear. The man has agreed to peace, and to a referendum. There is hope for him.
Dia: Theyism has become a popular religion in present time. With the Theocratic nation of Uluru leading the charge. It has seen Kurdistan, the Atlantean Union, and even Cabinda convert to the religion. What about Burkinabé, what is your stance on the religion? Will you convert?
Kaboré: I have always remained an open minded person. However, I am a person of science, a person of fact. The fanatics speak of "They", "They are coming", "They have spoken". Who are "They"? These people sound to me like they believe extra terrestrials will arrive here. As a person of science, I can see that as a possibility, but they will be no more supernatural than you or I. They will not be god's, they will not be beings who care whether we worship them, or not. They will simply be intelligent life forms. Will I, or my nation convert to Theyism? Honestly, I want proof of "Their" existence. I want proof that "They" want to be worshipped. I respect, 100% the Theyists. They have been people of diplomacy, people of little aggression. I certainly do not consider them enemies, or threats.
The general exhales one last breath of smoke into the air, and lays her extinguished pipe on the table beside her. She clears her throat and continues.
I would hope that "They", if "They" exist, would be peaceful and benevolent beings. Only time will tell if it is the case.

The price they ask is staggering, but we are willing to pay it to see our brothers back. Negotiations are at a crucial point and we hope that they will not fall through.
Secondly, I am implementing a numerous series of reforms targeted at strengthening and re-militarizing our forces.
Lastly, my captains and I are currently sitting down and are in the preliminary stages of drafting a constitution for a new, non-piratical, state. We are currently debating the major issues including what, if any form our privateering activities will take (though it is a general consensus that equal opportunity piracy will end), the ending of the distasteful slave trade, the Martian question and many others. We are still at least a year away from this, but we are hopeful that we will soon be on our way to legitimate statehood.
We were not born pirates and we do not intend to die pirates.

Our mission was the liberation of the all Russian lands occupied by the Khanate, and has been since Khanid forces invaded in 2085. We fought the unlawful annexation of a then-peaceful state then, and today we celebrate its liberation from your hordes. I call on Batsaikhan to agree to this peace, as our sole goal was the creation of an independent Russian state. Atlantean forces have been given orders to not push their offensive any further into Khanid territory. Pirates are criminals and must be arrested. No matter how they dress themselves, we will not deal with murderers that even today continue to attack our peaceful water freighters. Seven years ago we misjudged the pirate threat, and thus failed to eliminate it. Its rampant growth and virtual supremacy must be blamed on me. However, this mistake will not be made once more. At the present time, the only thing we can do is not trade with pirates, but we will do so fiercely.

Reporter: Good day, and welcome to our viewers and those just tuning in. Today marks the beginning of the Dies of Victoria quod Libertas, which as we all know lasts Friday to the Thursday of next week. Each day will be dedicated to the most important events of the Valde Pium Bellum, beginning with today’s commencement ceremony, as well as the Chancellor’s address to the Union and military parade. The festivities will end with a few final celebrations and the Prime Minister’s own address to the Nation. As we all know, this is the country’s most exalted holiday, as it marks the beginning of the war with Terran forces, which resulted in the Alliance withdrawing from the Mainland and the proclaiming of the Atlantean Union. Our own Grigory Nolan is present on the ground in the capital’s Victory Square, where Chancellor al-Firanji is expected to deliver his address and mark the hour of Elatum Labor, when Terran troops opened fire on the secessionists and began the Pium Bellum. Grigory, what is the general feeling down there?
Grigory: Rick, the prevailing mood of the day has been one of pride and resilience. There are very few here in the mainland who can’t trace their way back to someone who fought in the war, so naturally the feeling is pretty raw at the moment. The Alliance was so hated prior to the years leading up to the Elatum Labor that practically everyone here has an ancestor who participated in the struggle for secession. There’s plenty to celebrate, Rick, no doubt about it!
Reporter: Certainly, certainly. How many would you say are gathered in Victory Square then?

While I'm glad you are pleased with our announcement, I would tell you that this is no change of heart. Piracy has been our means, but it was never meant to be our ends. No were were forced to such means by our traitorous admirals and the Martian rebel scum.
I'm also sorry to say that there might be some aspects of the new state that will dampen your enthusiasm.
Firstly, anything but a continued state of war with the Martian Republic is improbable, the hatred between our two people is too great. I do not expect you to understand this, but your Martian allies certainly do and feel equal hatred of us. To become part of the Venusian state you will have to break your ties with them.
Secondly, the military will retain executive power.
Lastly, and most distasteful in both my opinion and I am sure yours, we will not be able to end slavery immediately. While the majority opinion of my men is that slavery is wrong and needs to be ended as we move forward (there is a small minority who feel slavery is the just punishment for the Martian's treason.), there is general agreement that we do not have the economic means to continue without the slave trade until we can replace the labor with immigration and the money with land sales and increased trade, or in other words, until the planet is terraformed. Without the money, we would have to give up one of our two main goals, terraforming and planetary defense. Since either is unacceptable, the slave trade will have to continue for a few years, even after we organize this new state. This does not means we can not curtail the trade however, and will limit by law who you can enslave and who you can not.
On the positive side, however, there are some things you may like.
First, despite military control of the executive branch, this does not mean that each section of society will not have control over what happens to them. Our experiences with the oligarchy of the old Alliance fleet has taught us that the people who are effected by the policies should be the ones to make them. (Meaning that their would be separate councils of some sort for Trade, Military, Scientific, etc under a over arching legislative body which would be made of leading members from each)
Second, all raids on Terra will indeed stop. Equal opportunity piracy will end with the creation of this state. Any remaining 'piracy' will exist as state sanctioned 'privateering' by our military fleet against enemy nations.
Progress will be slow, but we are utterly committed to it. This is the future for my men I have spoke of. We have done what we have needed to do to get to this point and we will continue to do what is necessary to achieve this goal. If you can not accept this Dr. Habib, then you will remain our enemy, but if you can, I say join us and work towards a better life on this planet, a blue green Venus that offers a secure future for us and our children.

Greetings all. In this communique I will address many issues, I hope that the members of this international and interplanetary gathering will read carefully my words and uncover my good intentions.
On the interview with General C. Kabor:
I cannot address the speculation and posturing made during that interview, nor the heavy claims made against my people and my decisions in the names of my people. I will treat this as simple political slander, a game which I do not wish to play. Nor can I expect anyone to take a politician seriously who abuses the sacred herb during an interview. We can only assume that the interview concluded due to a massive need for a snack. It is a shame that this is the case, as I look forward to future trade negotiations with my northern neighbor.

As many of you know, the Pan-African Trade Route (PATR) is being constructed from Madagascar to Cabinda. It will unite Southern Africa in trade, as well as bring the Southern Atlantic to the Indian Ocean. It is a great project indeed and the western hub will be in the Cabindian capital of Estuaire. The picture below shows the projected route in solid red, with the possible extensions in dotted lines.

You can see that one possible extension leads to the Atlantic ocean, and across. To explain this I would like to take this time to announce the plans for the Southern Atlantic Maritime Trade Route (SAMTR). This trade route will unite Amazon with Cabinda, and by extension, with all other nations along the PATR. A maritime trade route, it will bring the peoples of South America into direct contact with their oceanic neighbors, and will greatly facilitate the trade ambitions of those who wish to use it wisely.

You can see in the image above that the SAMTR will be located favorably on the cross-Atlantic trade winds between Cabinda and Amazon.
Given that these projects will bring many new faces into Cabinda, and given that new friendships will be established over our mutual benefits from this trade, it is important for these routes to have a home.
I now unveil the plans for the Inter-Planetary Trade Organization, an enormous complex, the IPTO will house representatives from all nations interested in mutual trade efforts. It shall be located in Estuaire along the PATR (in red/black on the image below):

The IPTO will have it's own private group which I will host to allow member nations to conduct trade in safety and security. It will function as a bond which brings all of our planet and those beyond together and past violence and war. It will unite us in our desire for betterment.
Upon completion of the PATR and SAMTR, I shall establish the IPTO in Estuaire, thereby uniting all three trade projects in one place. I welcome any and all who wish to be a part of this momentous occasion.
On piracy:
I understand that people change, but I also understand that it's hard to let go of one's past. I thereby extend kind words to our neighbors to the north in the TA of Great Sudan, and welcome them to the trading table along with all other nations. Let me be clear, I do not support any form of piracy. I am pleased that the Venusian people are attempting to better themselves and release their acts of the past. This is heartening. I know what they know that they are welcome at my trading table.
That is all. I have much to do for the betterment of my people and the people of the world. I hope that all other nations and governmental organizations step forward to the Cabindian people and attempt to work with us to further our mutual goals.

While I'm glad you are pleased with our announcement, I would tell you that this is no change of heart. Piracy has been our means, but it was never meant to be our ends. No were were forced to such means by our traitorous admirals and the Martian rebel scum.
I'm also sorry to say that there might be some aspects of the new state that will dampen your enthusiasm.
Firstly, anything but a continued state of war with the Martian Republic is improbable, the hatred between our two people is too great. I do not expect you to understand this, but your Martian allies certainly do and feel equal hatred of us. To become part of the Venusian state you will have to break your ties with them.
Secondly, the military will retain executive power.
Lastly, and most distasteful in both my opinion and I am sure yours, we will not be able to end slavery immediately. While the majority opinion of my men is that slavery is wrong and needs to be ended as we move forward (there is a small minority who feel slavery is the just punishment for the Martian's treason.), there is general agreement that we do not have the economic means to continue without the slave trade until we can replace the labor with immigration and the money with land sales and increased trade, or in other words, until the planet is terraformed. Without the money, we would have to give up one of our two main goals, terraforming and planetary defense. Since either is unacceptable, the slave trade will have to continue for a few years, even after we organize this new state. This does not means we can not curtail the trade however, and will limit by law who you can enslave and who you can not.
On the positive side, however, there are some things you may like.
First, despite military control of the executive branch, this does not mean that each section of society will not have control over what happens to them. Our experiences with the oligarchy of the old Alliance fleet has taught us that the people who are effected by the policies should be the ones to make them. (Meaning that their would be separate councils of some sort for Trade, Military, Scientific, etc under a over arching legislative body which would be made of leading members from each)
Second, all raids on Terra will indeed stop. Equal opportunity piracy will end with the creation of this state. Any remaining 'piracy' will exist as state sanctioned 'privateering' by our military fleet against enemy nations.
Progress will be slow, but we are utterly committed to it. This is the future for my men I have spoke of. We have done what we have needed to do to get to this point and we will continue to do what is necessary to achieve this goal. If you can not accept this Dr. Habib, then you will remain our enemy, but if you can, I say join us and work towards a better life on this planet, a blue green Venus that offers a secure future for us and our children.

The IPTO is not a military organization, and has no weapons nor units. It will be located in Estuaire, Cabinda, and so will receive the full military protection of the Cabindian military under my command.
That said, the issue of pirates is a tricky one as the shifting definition of the term can lead to confusion. This isn't even to mention that some pirates have left their pirating days behind (or so they tell us), and if this is truly to be the case, then they are welcome at the IPTO.
I would also like to applaud my African neighbor and soon-to-be trade partner, Chairman Fandresena Pascal of Madagascar, in working towards mutant rights. Cabinda would like to do the same and hopes that our mutually-intertwined economic future leads to a larger movement for mutant rights in our region.
