I was just thinking about that today, cuz I drew my new avatar and then resized it and was quite disappoint at how it looked after resizification >_< ... if only we could all have huge admin-sized avatars =/

Most animated gifs that would make good avatars are too large in file size to be used on this forum. That's a bummer, but I can understand we have bandwidth limitations.
This would only be a concern for gifs really. Static pics are just scaled up if I remember correctly.

Actually, I'm pretty sure there's a file size limitation for static pics too. In fact, as your avatar shows, there is no restriction on using animated gifs. Basically, I think vbulletin isn't really looking at dimensions, since like you said, they are scaled automatically. Instead, it checks how big the file is.
