Unlikely, because kids are marshaled by their schools to collect excrement, human and non-human, to be used as fertilizer in agriculture, along with other waste materials like scrap metal. Any dog shit lying around would be picked up very quickly for that purpose.

Ugh, grow up, I'm not saying that the North Korean educational system shouldn't organize kids to collect poo or that them being made to do so is a terrible form of oppression. Personally, I don't really think it's the role of communists to advise governments on how to respond to natural disasters or how to raise agricultural output when faced with famine, and nor do I think we should praise governments when they use sensible emergency measures, or that them doing so is evidence of socialism...the more important point is that the North Korean state has been forced to resort to these measures, and that says a lot about whether it's possible to build an emancipatory society in conditions of crushing scarcity, as well as how close North Korea is to total breakdown.
