The Soviet Air Force was largely seen as an afterthought in the larger Soviet military structure, something of a contingency plan designed to supplement their missile program. I mean, they still did focus on innovating their air force and it was largely kept up to American standards, but it was still dwarfed in relative value by the efforts put into nuclear delivery means focused on missiles.
