IRB's in Communist Societies

I'm wondering if in communist societies, of course there's gonna be social research, and there is the question of ethics in research, in which case, under capitalist society, institutions have set up IRB's to control the types of research with their conception of useful and ethical. In communist societies, how would science be regulated, or if totally free, how would we prevent people from creating doomsday devices and other such nonsense.
