Say that, for some inexplicable reason, you were given a grant of land and complete political sovereignty to organize a community however you wanted. You would have to produce a statement of principles and settlers who wished to live under such a system would be sent to live in your new city (or district, whatever). If there are not many people who want to live under your system, random settlers would be sent in until your population reached a maximum of 100,000. More likely than not you will have some settlers who do not agree completely with your system and that will have to be considered.
