It goes back to Lenin and the old Bolsheviks. The lines they took on Central Asia ie. "they were backward and had to be shown the way forward by Russians" helped sow the seeds for the USSR to be a Russian dominated state. Then there's the fact that the USSR arose out of the former Russian empire in the first place so it was probably inevitable to some extent.
