Any position where it says (No Player) is open. You can always join as a politician of a political party, or create a political party with the support of two other players.

Basic Economics:
Doesn't hurt to read this on economics either. (http://www.fee.org/library/books/economics-in-one-lesson/)
Slightly More Advanced Economics:
-Because the Clinton administration changed the accounting procedures for determining the national deficit, money from payroll taxes will increase the debt because the money will go towards. As a result it will shift ownership of the debt to social security and medicare. If you don't understand this, don't worry, but please don't complain that the debt is increasing if you manage to have a budget surplus.
Basic Political Science:
-There are factions within political parties. It isn't unknown for politicians to vote against a bill, and even if a party has a majority in the House and the Senate, a bill may not pass.
-In real life there are Blue Dog Democrats, liberal-ish Republicans, etc. Political stances of a politician depends less on his party and more on his voting district. In short: no socialist will be elected in Texas, and no libertarian will be elected in coastal New England.
Some Clarification Regarding the Budget: I merged some of the smaller agencies to reduce the items I have to keep track of. Also, Social Security and Medicare will naturally increase as people retire and take on benefits, along with the other departments as bureaucracy/prisons/crime naturally expands due to bureaucracy/population.
Rules
Political Parties: Players may create political parties, only if two other players will become politicians for that party.
Turns: There will be four game turns (a quarter) each game year. There will be a new turn every 3-7 days. During each game turn players may debate amongst themselves regarding actions. Congressional and Presidential elections will occur at expected parts of the year.
The President may decide upon foreign policy and negotiate treaties. Due to the war powers act, he can order a foreign military operation limited to a period of 60 days. He may also order a domestic military operation The President may also veto laws.
The Vice President may give a tie-breaking vote. He may also engage in some diplomacy.
Congressmen may submit a new bill, vote to limit appropriations, to approve treaties, decide taxes, vote upon new regulations, override a veto, etc.
The United Party is mostly a conservative party.
The Liberty Party is mostly a liberal party.
How a bill becomes a law in this game: To simplify everything for everyone, a congressman proposes a new bill. Everyone voices their approval or disapproval with parts of the bill, and is then amended and reposted by the congressman who will label it as the final version. The bill will then be voted upon.
How the budget is approved: Once again, for simplicity, each budget item can be modified via a bill. The budget, as-is, is assumed to automatically pass.
Note: China may become an available nation to play much later in the game.

-Greece once again suffers from mass rioting, but efforts to bring them under control fail. US banks that own debt in Greece discreetly request intervention, and the EU is drawing up a peacekeeping force in response to a steady stream of refugees fleeing the civil violence in Greece. The value of the Euro drops a bit.
-The Islamic militant group, European Islamic Front, has bombed a bar frequented by US soldiers in Germany.
-A car bomb explosion near a crack house in New Orleans is suspected to be part of an escalating gang war.
-Major new outlets have picked up on how Egypt is funding jihadis in Somalia, apparently for five years now. The American public demands cutting military aid to Egypt.

An Open Letter to the American People
Dear fellow citizens,
I am proud to say I have served the American people and the great state of Arizona as a Senator for nearly 20 years now. And while I love my work fighting for the best interest of this country and it's hard working families, I must admit this pit of vipers and politicians that is DC sometimes makes me pine for my youth on my father's ranch just north of Tucson. This city, our capital, has become a place where democracy dies. Our elected representatives, from both parties, march up here and promptly sell out the American people for whatever corporation, whoever banker, whoever elitist liberal professor promises them the most. I, for one, am absolutely sick of it.
Before 2008, these elites could get away with it. Even though we were being robbed by the top, most of us got by fine enough to accept it as a necessary evil. Since the crisis, however, and more and more American families suffer, while the corruption in DC grew to consume the entire nation, action has become obligatory. I grew to realize, as this depression unfolded, that this action must be focused on the balance of power and wealth. This nation has gone from a nation run by it's blue collar workers and middle class to a nation run by an oligarchical elite, be they northeastern liberal professors or corporate stiffs. And while the great mass of people just scrape by, a small number live in unimaginable luxury.
How many men ever went to a barbecue and would let one man take off the table what's intended for nine-tenths of the people to eat? The only way you will be able to feed the balance of the people is to make that man come back and bring back some of that grub he ain't got no business with.
How are you going to feed the balance of the people? What's Trump and Buffett and Soros and the Waltons gonna do with all that grub? They can't eat it. They can't wear the clothes. They can't live in the house.
But when they've got everything on the God-slaving earth that they can eat and they can wear and they can live in — and all that their children can live in and wear and eat and all their children's children can use — then we've got to call Mr. Trump and Mr. Buffett and Mr. Walton back and say, 'Come back here. Put that stuff back on this table that you took away from here that you don't need. Leave something else for the American people to consume.
God told you what the trouble was. The philosophers told you what the trouble was; and when you have a country where one man owns more than 100,000 people, or a million people, and when you have a country where there are four men, as in America that have got more control over things than all the 300 million people together, you know what the trouble is
Now, I hear all the time that the United Party is the party of the Rich. Let me tell you something you won't hear from any other United Party politician: this is absolutely true. There is, of course, a catch! So is the Liberty Party! In fact, both of these parties, with such great and long histories, have been hijacked by the rich and elites. The United Party and the Liberty Party are just like the old patent medicine drummer that used to come around our country. He had two bottles of medicine. He'd play a guitar and he'd sell two bottles of medicine.
One of those bottles of medicine was called High Popalorum and another one of those bottles of medicine was called Low Popahirum.
Finally somebody around there said is there any difference in these bottles of medicines? 'Oh,' he said, 'considerable. They're both good but they're different,' he said.
'That High Popalorum is made from the bark off the tree that we take from the top down.
And that Low Popahirum is made from the bark that we take from the root up.'
And the only difference that I have found between the United leadership and the Liberty leadership was that one of 'em was skinning you from the ankle up and the other from the ear down — when I got to Congress.
Despite these challenges, I am not without hope. I am absolutely confident that the strength and traditions of the American people and defeat the forces which seek to subvert our democracy.
Now, you may say "My, Bingaman's starting to sound like a liberal!" Well, my friends, you would be wrong. I have come to my conclusions about the state of this country not from any Marxist and Socialist scribbles, or anything some elitist northeastern ivy league liberal professor wrote, but from the holiest of documents. From Jesus Christ and the Bible, where we learn that mercy and charity and loving our neighbor is the greatest undertaking, and from the Declaration of Independence, which declares that all men are created equal.
With these concerns in mind, and an eye toward the future, I announce the creation of the People's America Caucus of the United Party, dedicated to aiding the working and middle class of America from the assault of the Elites. We will raise taxes on the top 2% and lower taxes for the rest of the nation. We will share this nations wealth with it's people. We will uphold the American family and protect it's conservative traditions from liberal assault. We will fight to save this nation from becoming an oligarchy of fatcats!

Well, Reagan was meeting with Union people in 1981 shortly before he got shot...granted, he also broke the Air traffic strike with heavy handed methods.
I intended for the meeting to give the impression of my administration being an openmimded one.
In character: President adds New Libertarians to list of violent terrorist groups, grants federal agencies permission to freeze all accounts and supports the issuance of arrest warrants for party leadership.

Press Release from the Office of Conrad Bingaman
I wholeheartedly oppose the measure by the President to limit the free speech of the New Libertarian Party. While they are deluded in their belief that giving the banker and corporate elite free reign over this country will help us, we must respect their fundamental rights. I have no problem with prosecuting those who directly attacked other American citizens, but shutting down an entire political party because of the actions of a few radicals reminds me of another country, Hitler's Germany.
I will place a bill before the Senate that will remove the New Libertarians from the domestic terrorist list and guarantee their rights to free expression.
In other news, I will be proposing a sweeping revision of the tax code, one which will greatly increase taxes on the top 2%, the liberal elite, while significantly reducing them for the rest of the nation. Income taxes on top earners will be raised to 50% while the great majority of Americans will experience tax relief. It will also cut all loopholes which allow American owned and operated corporations from escaping our tax laws. It will forbid these corporations from attempting to flee this country with their wealth stolen from the American people to pay off their big European liberal banker elite.
Wealth must be shared in this country. We cannot allow the Elite Liberal New York Bankers, the Elite Liberal Ivy League Professors, and the Elite Liberal Foreigner Corporate Overlords to get away with robbery. If a big corporation makes money from the American People, they will pay their fair share!
I also condemn the President for meeting with vile Marxists and Socialists. Is he not aware that they are part of an international liberal conspiracy to subvert the American way of life? To hand all of our hard earned money to big business and the banking elite? I believe in the Bible, Mr. President. I believe in the Declaration of Independence. I'm becoming increasingly worried you do not.

The United Party is afraid, because we will not only NOT steal your money, we will guarantee your property rights under the constitution, and focus on the economy as opposed to gay marriage, and other such nonsense. He dares call us communist? We will end the big govenment programs, ensure private enterprise can succeed, and allow people to spend their money however they choose by ending all taxes. We will minimize the government to it's true roll of protecting private property and enforcing contracts.

While the UP and NLP are bickering over who represents the small ruling class the best, the CPA(ML) is busy fighting for the large working class of this country! This is because unlike the other parties, we are members of the working class! We are your friends, your family, your neighbors, your coworkers. My fellow Americans, we must not resort to vile name calling and baseless attacks to express our disagreement. We all want what we think is best for our country. It is obvious that there is an unequal distribution of wealth in this country. I am willing to work with all parties to remedy these problems. Freedom of speech is a Constitutionally guaranteed right, but breaking the law and encouraging violence is not. To that end, Federal District Judge Harold Kanazawa has signed an arrest warrant for NLP chief Rosenberg for inciting violence across interstate boundaries and other terrorism charges.
Also, I have taken the initiative in inviting the gentleman Speaker to the White House to discuss the recently exposed situation in Egypt, which, as you know, has been using covert methods to fund enemies in Somalia who have expressed willingness to cause harm to the United States. The ramifications that the Egyptians will face are, I assure you, going to be swift and just. We are going to demonstrate what happens when you betray the good faith and abuse the good will of the United States of America.

The CPA(ML) believes that the only way to end this drug related violence is to end the war on drugs! Prohibition caused the rise of the mobs who made money off of illegal alcohol production and sales. It also clogs our prisons with people who should be receiving treatment and it disproportionately attacks minority groups. Legalize marijuana and other lesser drugs, and decriminalize the usage of hardcore with a focus on treatment of addiction rather than punishment!

The situation is fluid, and does not necessarily call for American men and women to be put in danger, not to mention the financial cost of such an intervention. There are other avenues in which to address the serious human rights issues going on in Bangladesh. I will fully support a U.N resolution, but not a unilateral intervention. We have been down this road before, with disastrous results.

-Due to the income tax increases, the economy slows down slightly.
-The US military refuses to obey the President’s order in invading Bangladesh. Noting that invading a country of a hundred million without an adequate buildup, deployment, congressional support, international support, domestic support, a decent transition plan, or even funding, that such an operation is doomed to failure from the very beginning.
-Berkley university students storm the campus’s administration building to protest shortages of classes.
-Congress authorizes nearly four billion dollars to poor public schools. They repaint the buildings and fix some of the bathrooms. The rest of the money goes to complying universities who agree to lower tuition, however they also cut back on financial aid, harming low-income students.
-The United Party splits, with dozens of defections from the United Party to the newly formed conservative American Party. Many more defections are expected.
-Liberty Party senator (IL) Joseph Wienis dies from a fatal heart attack due to an ill-advised mix of nitrates and male enhancement drugs, the latter bought illegally over the internet. It is expected that the Illinois governor will appoint an American Party senator in a few months.
-A leak within the US government reveals that the President had put direct pressure on the Judges overseeing the Libertarian cases. Michael Rosenberg’s lawyer calls for a retrial, while some senators begin calling for impeachment.
-A nuclear energy advocacy group begins television advertisements, alerting the public to the dangers of coal energy, noting that coal plants release far more radiation then nuclear plants, and that nuclear energy requires uranium from Canada and Australia as opposed to oil from Venezuela and Iran.
-The tobacco industry secretly lobbies for the legalization of marijuana, with the condition that the regulations for growing it are so complex that only major corporations could possibly farm it.

Patton disobeyed a few orders. So did other US generals. Depends on the percieved lawfulness on the orders, feasiblity, etc....

Wars have happenend without large buildups, or with concealed buildups. Or an accident spiraling out of control.
Because invading Mongolia requires alot of manpower? Doubt it.
Lobby for finances? You mean request campaign contributions from lobbyists? If you mean that, then whenever you engage in an action that supports or agrees with the aims of big industry, big unions, or simply rich people, then you'll recieve imaginary campaign contributions come election time.

Hey guys, I have a suggestion: if this game doesn't get anymore interest/players, might I offer a new game surrounding Civil War-era Spain? There's plenty of potential there, and quite a few parties/players - socialists, communists, anarchists, nationalists, fascists, etc. etc. I don't know, just something I thought would be interesting. Just a thought. :)

I would love to. But I won't chip in that one. I don't know nearly enough about the spanish civil war. The American Politics one is more accessible for me and I think the idea was quite good. We could try to revive it perhaps?
