This is a new take on the Katanga forum game with similar rules.
This time it takes place in Afghanistan right after the Paur revolution, it takes place in 1979.

Country: Afghanistan, developing socialist republic ruled by the People's Democratic Party of Afghanistan (PDPA).
Foreign Relations: Gets assistance from the Soviet Union. No conflict with neighboring countries such as Pakistan.
Population: appox. 15 million.
Government
Popularity: 36%
President, Prime Minister, Foreign Minister and Central Committee.
President, PM and FM are elected every 5 years by the Central Committee
President has veto-power over CC, controls domestic and economic policy.
Prime Minister handles foreign affairs and military policies
Foreign Minister seeks to establish diplomacy.

Water: Construction of dams and waterways has begun in the the Northeast Frontier. Indoor plumbing is available to 78% of the population.
Healthcare: 55% of people can now access new free-healthcare systems. Careers in medicine are becoming more prominent due to funding from Moscow.
Labor: Everyone gets one day-off. Everyone gets a 3-week vacation and a day-off during Eid (end of Ramadan celebration).
Currency: Puls, 80 Puls equal one USD.
Religion: 99% Muslim (85% Sunni, 14% Shi'a). Tensions with Secular government.
Crime: Only crime that exists is that caused by Islamic rebels and violent demonstrations by Islamic radicals.
Trade: Mainly supplied from Moscow, was in Prominent trade with Pakistan under Bhutto, but now faces trouble with Islamic leader
Zia-Ul-Haq of Pakistan, who supports the efforts of the Mujahadeen.
Civil Rights: Some repressed parties and unions, but direct criticism of regime will have you arrested.
Judicial system: Soviet Style Justice.
Police: Head of police Asif Khan/SocialismOrBarbarism, patrols streets regularly.

Just a couple of things I noticed: it's 1979, so wouldn't Central Asia be a part of the USSR and not individual states? Unless you couldn't make your own map, in which case this works fine. Another thing I noticed is that you have a specific number of rebels (23,000), but no number of those in the military/army. Lastly, how could religion be divided into 99% Muslim, with over 40-50% non-Muslim? The math doesn't add up, but that's easily remedied. Other than those, I dig it. Great job.

Yeah I decided to make it more autonomous. The military has 100,000 people. Afghanistan has had 99% Muslim population, I never said it had 50% other.

As Prime Minister, I - along with the President and Central Committee - declare the AGW an illegal organization. As such, I order all leading members and founders to either turn themselves in to the authorities or risk imprisonment without trial. No independent trade unions shall organize without direct government/state approval. As of now, the AGW is no more. This is a direct order. Additionally, the President will be outlining his plan for the next few months/year for the further development of the nation. I would warn all reactionary and fundamentalist forces in our country, do not think to wage war against us. We will seek you out, and with the mighty will of the people behind us, we will exterminate you.

PRESIDENTIAL ANNOUNCEMENT
It has been decided that we should announce the creation of the Revolutionary Women's Militias Of The Socialist Republic Of Afghanistan.

This militia will be under the control of the military and the Central Committee. It's purpose will be to defend the gains made by Afghan women against the reactionary and fundamentalist forces seeking to undermine the revolutionary state.
We have the intent of desegregating the military once the women's militia becomes big enough. By training women in this armed militia, we may better prepare them for the eventual integration into the national military.
We are moving to massively increase the size of our military with the plan of increasing the army's size to 500,000 soldiers within 4 years.
To do this we are taking the following measures:
- 5 year compulsory military service for all physically and mentally well men and women between the ages of 18 and 40.
- Increase soldiers pay by 50% (professional soldiers, not members of militias)
- Set up military schools and militias in all of our biggest cities
- The USSR Special Forces will establish military bases in order to train an elite sector of Afghani forces
- Temporarily increase military spending to 65%
We will also be creating a number of new militias. These militias will assist the police, patrol their towns/cities, and will participate in the defence of our country. In addition to the creation of a women's revolutionary militia, we will be creating two new revolutionary militias:
1. The All Peoples' Revolutionary Militia (APRM).
2. The Revolutionary Workers' Guard (RWG).
The first militia's (APRM) role will be to keep the peace and aid in the defence of their respective areas/towns/cities. The second (RWG) will be orientated towards the protection of workplaces, factories, and industrial areas. These two will, along with the all women's militia, serve under the dual-command of the military and the Central Committee.
The base of the religious reactionaries is in the countryside. But we can not beat them by armed force alone. We have to root out their rural power by using the poor peasants and the women peasants and the agricultural workers.
We are setting up peasant-worker committees across Afghanistan, these will be established by PDPA cadre, tasked with redistributing the land. Middle peasants will not be harmed, the committees will only take land from the big landlords, local tyrants and reactionary gentry. The committees and corresponding militias will be desegregated, because the women activists and fighters are vital to the victory of our campaign.
The land reform may lead to unpopularity among the middle classes and temporary destabilization of the food situation, but this is the only way to establish revolutionary power in the countryside, without which we will be unable to win. Soviet aid and our military superiority can ensure its success in large swathes of the country which will greatly solidify our power for the years to come.
Once land is redistributed fairly amongst the peasants, we begin to collectivise farms and make them run by these peasant committees with PDPA supervision.
We will also request fertilizers and tractors to help our agricultural industry and to reduce the number of farmers needed. It would also help to get the USSR to send people to teach the peasants to use these new methods.
We will also introduce the 8 hour day, 40 hour week with a minimum wage of 200 Pals an hour for now.
We later plan to push this much further forward with many more new working laws.
Once we have boosted our military power we plan to do this:
- Limit the working day to 7 hours and introduce the 5 day working week. Meaning a 35 hour week for our workers.
- Create a 4 hour working day during the month of Ramadan(without reducing daily pay). That is to say, a 20 hour week.
- Create a minimum wage of 1000 Pals an hour(equivalent to 12.5 USD).
But this will come later.

Soviet social-imperialism has attacked our nation, instead of a true socialist republic, the soviet revisionists implemented a puppet state capitalist dictatorship that does not serve the interests of the Afghan people, but the flame of proleterian revolution never stops from burning, the objective of my party is to establish a true workers and peasents goverment in our country, but in the current situation, we need to first stop the internal conflict. We call for the establishment of a transitional goverment, in order to negotiate peace among the numerous armed factions. We will not negotiate with the current dictatorship untill an transitional goverment is formed.
The Shola-y-Jaweid calls for an alliance between liberal and social-democratic parties and individuals with the forces of the peasentry and workers represented by the Shola-y-Jaweid to bring down the current goverment

In effect the APP's membership has grown to 2,000. The Maoists have gained an additional 350 members.
The army recently raided several Mujahadeen strongholds, killing 67 soldiers and capturing 234.
The economy has had a slight boom in manufacturing weapons such as missles.
Consumer goods however have become less available. Purchase of consumer goods has dropped 7%

Firstly I would like to congratulate the troops on a successful raid against the rebel forces. Let them know that we will pursue them without end. We will find their encampments and root them out wherever it is they hide. We will not rest until we have a safe Afghanistan, free from rebel militancy!
Secondly, I am announcing that we have together with LtC. Boris Kerimbaev selected an elite wing of 12,000 troops to be trained by the USSR Spetsnaz forces, creating an elite Afghani sector of the military.This action is to commence immediately in confidential military bases located around Afghanistan, sponsored by Moscow.
In addition, I am seeking out Mohammed Najibullah of KHAD and am offering to extend the resources of the military to the secret services, to better combat rebels under the influence of imperialists in our nation. I believe that by combining our forces and resources we can more effectively combat the growing threat of rebellion in this nation.

Brave people of Afghanistan! Workers, fighters, and comrades all! We do indeed face trying times, the level of difficulty which - I fear - can only be met with a strong and willful hand! There are men and women within the ranks of the PDPA that carry with them a weighty burden, the burden of blatant reaction. These reactionaries speak often of the great and mighty revolution, whilst falling prey to the hopeless tactics pursued by previous, more oppressive, governments. They seek to undermine the revolution in the hopes of molding our grand state into little more than a puppet, sold off to the highest bidder! No more! We will not abide by this treachery, this loathsome act! The people, my comrades, deserve a strong and prosperous Socialism, one independent of all powers. Our government is steeped in the corruption held-over from past administrations; what, then, is to be done? The PDPA finds itself at the vanguard of the class struggle - but how can it wield this responsibility honestly, honorably, with the likes of certain Party members? Certain individuals within the Party and Central Committee have tasked me with forming a new government. This was - and remains - a burden I must humbly accept, for the good of all Afghans. Our road to communism cannot be achieved unless guided by a strong enough will, and a strong hand at the wheel. Corruption, whether it be dwelling in the halls of the Party or the offices of bureaucracy, must be sought and rooted out! The pro-Albanian group was known as Akhgar (Organization for the Liberation of the Working Class), and was tiny. Adopting a pro-Albanian position should cause the organization to split.

To the esteemed colleagues and comrades of the Central Committee,
I request that a moratorium be placed on all matters which exceed the current situation regarding our government question. As you all are aware, factions have arose within the PDPA - an issue which demands our complete and full attention. Normally, such factions would be permissible (albeit frowned upon/discouraged); however, we can no longer ignore the reactionary influences that pervade certain areas of our system. Those of us who recognized these influences as being ultimately counterrevolutionary deemed it best that they be rooted out. As a result, President Daoud has been removed from his post and taken refuge behind the treacherous KHAD. His claims to the presidency are no longer valid, and therefore must face trial. Certain governmental posts have been vacated (others have been created) by the victorious PDPA (Khalq) faction. We intend to restore our nation along the true path towards a communist future. As such, all reformist, opportunist, and reactionary forces must be sought out and tried as traitors to the revolution. Daoud sought to turn Afghanistan into a client state of the Soviets; this is regrettable, as we seek to free ourselves of all oppressors - both inside and out. Given this, I hope you may see that we were motivated by an immediate need and thus understand our reason for such action.
However, the question of governance has yet to be fully sorted out. Certain Party members refuse to recognize the legitimacy of the new government, threatening force - if need be. This is inexcusable, and must be dealt with immediately. I urge the Central Committee to set about a series of temporary decrees in order to grant the new government legitimacy, not merely for us but for every Afghan citizen and for the revolution's future. This uncertainty threatens our very existence. As such, I ask that all questions which go beyond the present question of governance be shelved for the time being. We hope, with your approval, to begin setting about for a renewed and strengthened Afghanistan.
For the time being, though, small-scale strikes by the Army against the rebels would be welcome. Once we establish firmer control over the government, we can begin the process of strengthening our military - including the creation of a National Air Force.

Our new nation stands tall as under the leadership of the PDPA a genuine Marxist-Leninist party and leader of the Afghan revolution.The greater part of our struggle has been achieved.However we should not be complacent as we need the support of progressive nations and the Socialist Camp to help us achieve our revolution.I therfore propose to the Prime Minister and the President respectively that we seek alliances in couple with our Soviet Comrades.
I would like to put forward to our cadre the suggestion of an alliance with the Democratic Peoples Republic of Korea.Alongside this the opening of relations with Pakistan to encourage a collective effort in trade for our nation.Furthermore the PDPA government will not ignore the contribution that other Socialist states in Asia may aid to our Revolution.
I will reiterate again an alliance with Comrade Kim IL Sung and the potential protraction of economic aid from our Korean Communist brothers will benefit our nation greatly...though above all we remain in deep gratitude to our Soviet technicians and Soldiers who have aided our revolution to this point.

Comrade Durrani, I do belive you are very mistaken. The Central Committee does not have the power dictate foreign affairs. I suggest we convene the Committee and discus a proposal to be submitted to the Foreign Minister if we feel we need to voice our opinion on Foreign matters.
I would also like to voice my formal objection to any contact whatsoever with North Korea. They are revisionist scum of the worst kind and we do not need any of their rubbish polluting our Party. I support an alliance with the Soviet Union on a few conditions. Also, I feel that we must ally ourselves with Cuba as they may be of assistance in ending US support for the Rebels.
Next, as I see it we have a few issues to discuss in the CC. They are listed below by order of importance.
1) Establish an Internal Revenue Committee for the taxation of the population. We must raise funds if we are to expand our Army and or Air Force to combat the rebels.
2) Draft new amendments defining the basic rights and liberties of each citizen.
3) Meet with the Economic Adviser and draft proposals for the expansion of basic infrastructure including Clinics, Paved Roads, hydro-electric damns, nuclear power plants, power lines, wells, military barracks, civilian and military airfields, primary and secondary schools, universities and R & D facilities.
4) Meet with the Foreign Minister to set about aquireing needed raw materials, consumer goods, heavy equipment and medical supplies from other nations to facilitate the expansion of basic infrastructure.
5) Set up training camps where our military forces can be improved and to educate our service members in a wide variety of tactics both offensive and defensive.

We, the KHAD, have been very patient. We have closely monitored every member of the treacherous Khalq faction, knowing full well that beyond they "revolutionary" rhetoric lies a reactionary nature and that it is only a question of time before they show they true face.
Now, we will show no mercy!!! KHAD has, in the recent time, secretly, built up its own armed forces, complete with armour and air force, and will use them to crush the counter-revolution in its infancy.
The name KHAD was a misnomer, just as the names of its predecesors, AGSA and KAM, had been. The scope of KHAD activities was wider than its name suggests. Besides intelligence gathering, it took part in military operations with its own military-stile division complete with tanks, armored personnel carriers and helicopters. One of its twelve main directorates, KHAD Number Five, was commissioned to encounter the "rebels". KHAD was part of the triple armed forces, the others being the regular army (with militia) and the Sarindoy (police force).

In a surprise move, numerous units of the Afghan National Army defected from their comrades and began making the journey towards Kabul. They have stated their intent to stand in solidarity with the Khalqi faction of the PDPA, and demand a safe and easy transition. They claim that the Old Guard doesn't stand nor recognize the will of the people, and hope to ensure a stable transfer of power to the new Revolutionary Transitional Government. These units have been using the main roads to Kabul.

This is a news update on the current leadership crisis in Kabul:
Things turned increasingly worrisome today as defectors from the National Army made their way onto the streets of Kabul, potentially escalating an already unstable scene. Onlookers, both for and against the arrival of the pro-Khalqi faction of the PDPA, watched as rows of tanks and foot soldiers rolled/marched towards certain areas of the capital, taking up defensive positions on street corners, before building fronts, government offices, and entire street lanes, digging in for what could be a confrontation with forces loyal to the old regime. A spokesman for the defecting units spoke briefly with reporters, saying: "We are here to ensure the safety of Prime Minister Taraki, the Foreign Minister, and those members of the Central Committee who - along with many others of the PDPA - recognize the need for a new revolutionary government. As soldiers loyal to the Revolution, we wish to protect these men and women and all those who understand our reason for being here. We are not here to fight, but we stand prepared in the event President Daoud or Mohammed Najibullah (head of the KHAD) attempt an attack. We would advise all citizens to stay indoors until things have stabilized."
Hours later, various factions loyal to the Khalqi government from the all women's militia, together with units of the peoples' and workers' militias, entered Kabul to stand alongside those defecting from the Army. They immediately made plans to establish a series of organized patrols and check points, setting up temporary headquarters in the main squares of the city.
"The situation here can quickly go out of control," stated one woman from the all-women's milita, "We simply wish to be here in the event things do."

The pathetic attempt by the traitors of the Khalq faction to use the army and the people's militia to save themselves from now already certain death and torture has utterly failed. In their blindness and ignorance, further enhanced by fear from punishment from the almighty KHAD, they have forgotten that the KHAD is everywhere, knows all and sees everything!!!

Your amy and militia will never come to your rescue. They have long ago been subverted and brought under KHAD control, their officers bribed and bought for our cause. Their soldiers are acting as our informers and they give us knowledge of your plans and your supporters. Even those officers and soldiers that are on your side are already known to our agents that will quickly arrest them and eliminate them, thus rendering your silly, naive plans of a coup a futile dream.
After the Soviet invasion, the secret police service was renamed again, this time as KHAD. Appointed as Director General was Dr. Najibullah, a physician and cousin of Babrak Karmal. Under Najibullah's nominal direction, and with the close assistance and strong support of the Soviet KGB, the KHAD greatly expanded in size and became a dreaded and pervasive organ of government repression.
KHAD reported directly to the Prime Minister's Office and probably also to the Soviet Embassy. Its budget was enormous, said to be larger than the entire government budget of the past 10 years. The number of employees expanded vastly to between 15 000 and 30 000 full-time operatives, with perhaps another 100 000 paid informers.
KHAD employees were among the highest paid persons in the DRA government and enjoyed numerous privileges. Many were sent to the USSR, East Germany, Czechoslovakia and Bulgaria for training, usually for three to six months, including instruction in interrogation and torture techniques.
Great attention was paid to making KHAD employees loyal and dedicated communists. Addressing a PDPA conference about the KHAD political indoctrination program, Najibullah said that KHAD slogan was "a weapon in one hand, a book in the other."
KHAD subversion of the resistance registered some successes. The leaders of a few small bands were bought off, while others were betrayed by informers and destroyed by Soviet-DRA forces. In 1982 two western newsman traveling in northern and northwestern Afghanistan described the threat of KHAD infiltration of resistance groups as serious; in december 1982 John Fullerton of the Far Eastern Economic Review and Daily Telegraph found informers in the resistance in the Kandahar region. In late 1983 a West German correspondent commented that most of the resistance groups in Parwan province, just north of Kabul, had been subverted by KHAD.
To undermine the resistance, KHAD tried both carrot-and-stick and divide-and-rule tactics. Working closely wth the Ministry of Tribes and Nationalities, KHAD offered generous monetary payments, promises of no further bombings, return of confiscated property and repair of damaged houses if tribes would submit. KHAD also tried to turn tribe against tribe; for example, in 1981 turning the Safi tribe against the Nuristanis and the Pushtuns of Wardak against the Hazaras.
Another important KHAD function was to penetrate and subvert foreign-based opposition organizations. In Pakistan, KHAD agents were discovered among refugees; they also were suspected of infiltrating Afghan resistance organizations based in Peshawar. Violent incidents in Peshawar in february and march 1983 were attributed to KHAD. KHAD was believed also to have been behind some Shiite-Sunni religious conflicts in Pakistan's border areas, to have encouraged the Baluch separatist movement, and to have supported the militant Pakistani Al-Zulfikar group in its agitation against the Pakistan government.

Did you really thought that you could count on even a single unit that is going to come to your side and help you save your lives? As always, you were foolishly wrong in believing that KHAD will not be ready to counter any threat to our glorious socialist Afghanistan. Since we have bribed most of the officers in units that have rebeled and know the names of those that support you I order the following:
-deploy all our 30 000 operatives on the streets of the main cities, armed and supported with tanks and helicopters and with KHAD special troops
-our special forces and agents are to infiltrate inside the enemy HQ's and liquidate all officers loyal to the Khalqis. All our informers inside the Khalq armed forces are to help them with information and personal participation in the action
-Khalq units that are led by our secret agents are to be turned against those units that are still loyal to traitors of our homeland
-all Khalq officers that are willing to abandon their cause and join our faction will be promoted at the expense of those killed or imprisoned
-all soldiers that give up their arms are going to receive a reward of 10 000 afghanis
-all those engaging in any kind of resistance will be instantly executed and will be given no mercy. Do not play with your lives!

Attention!!!
Orders for the various assembled units under my command totaling 3,000 men, are as follows.
-Form ranks and re designate as the 7th Motor Rifle Regiment.
-Obey all orders and laws from the Prime Minister and the Central Committee and myself.
-Assemble in Kabul at once and start construction on defensive positions around key government areas and buildings.
-All tanks and armored vehicles are to guard key locations and assist in blocking roads.
-Block all main roads in and out of the city and set up check points within the city to monitor all activities.
-Any and all rebel troops are to be shot on sight and Kabul held to the last man.
-Aid and assist any loyal Army and Militia units as needed.
-Collaboration with the enemy will get you shot.
-Cowardice in the face of the enemy will get you shot.
-Anyone who volunteers for the 7th M.R.R gets 12,500 Pauls upfront and 800 Pauls a month after that, including the first month.
