As a basic answer to your question. Japan during this period had many shared characteristics with both the Fascists of Europe's 1930s and the Imperialists of the late 19th and the first decade of the 20th century. I wouldn't call it Fascist, but since we are on revleft and everything vaguely rightwing and authoritarian is Fascist I guess you can go ahead and call it Fascist.
