Look at the amount of Private Military Contractors employed in Iraq, the exact figure escapes me, but rest assured, it is ridiculous. Anyhow, therein lies your answer

In 2001 the military's share was 22% of the national budget.

Generally it raises during wartime, but does'nt drop during peace, meaning it almost purpetually goes up.
