Ok well my Internet seems to get nuked every now and then, i have a few computers connected on my home network. Now i am trying to see if one of them is the cause; so im looking for a way to monitor all the computers inbound and outbound use. Any way i can do this?

I don't mind doing really tech stuff, i do this often, but networking stuff i don't have much in the term of skill wise.
I was once told to use wireshark when i was looking into doing programming(im a hobbyist programmer) which required me to use the network. I haven't used it don't even know if its the type of thing im looking for, has anyone else used it?

Play nice. Either help, or don't. If you want to take up an issue with the guy then go through the admins as usual.

Wireshark (http://www.wireshark.org/) is good for packet-sniffing.

Traceroute (http://en.wikipedia.org/wiki/Traceroute) may be useful.

Nmap (http://nmap.org/) is more useful for penetration testing, but sometimes it is a valuable tool for things like this as well.
