'Outspoken critic of the Chinese regime'...I really don't think they've bothered to formulate a reason beyond that, or, in fact, any reason at all. Just that he's pretty well-known, round the world, and doesn't sing the praises of the Chinese government, and that's bad for PR...

On a side-note, I did see his Sunflower Seeds installation at the Tate Modern. I arrived literally a couple of hours after they decided it was a health risk to walk on it and stopped that whole shindig. Shucks...
