Pretty sure he was just joking based on Leeb saying he wonders how long before someone says it :lol:..

It seems that they didn't actually plant a bomb and just did this to get the struggle back into the news. Obviously bombing public areas would be criminal and inexcusable (i.e., terrorism). It was a PR stunt and I guess they thought it would be amplified if it coincided with the Queen's visit.
