No, not necessarilly. A loop hole is an unintended exploitation of reduction laws. A deduction is an intended effect.
That said...an incredible amount of deductions benefit the rich, or benefit them unequally....just as money creates the possibility to find more ways to benefit from them, or hire people who have better understanding of how to use them to maximum effect.

I would'nt say that, they are many times intentionally placed, except they are meant to SEEM unintended, or a way to pass a law based on a popular principle while giving means to violate the principle of the law
Deductions are not that, they are part of the principle of the tax law.
