Al Qaeda is a loose franchise, not really a global interconnected network as governments would have you believe. Also, as has been pointed out, it seems this story comes from prisoners or an Al Qaeda spokesman - it's just rhetoric. It's possible they said it simply in the hope it would deter the US from killing Osama.

And if they do have a nuclear bomb, it's more likely 'just' a dirty bomb, as opposed to some Hiroshima-esque device.
