A debate thread (quite long) on technocracy which you might be interested.

I'm a Marxist-Leninist who is influenced by technocracy but I'm not a technocrat explicitly. My approach to technocracy is utilitarian - I believe certain elements of technocracy is useful to the effective functioning of the socialist planned economy and the continued technological and industrial progress of humanity under socialism and communism as a whole, but I will never allow technocracy to overshadow Marxism-Leninism.

Technocracy is only good and progressive if it functions under a framework of worker's democracy. Worker's democracy comes first, technocracy comes second.
