The trouble is that only people interested in controlling other people's lives get into the business of governance. They get habits. The control becomes more important than the people. Systems take over. Injustices and murder are done because somebody has made a rule to legitimize them. Soon the politicians can see no other way because they are fixed on the need to gain advantage. Meanwhile the people who are truly normal, who live in towns and on farms and make things work, are silly enough to let that sort run everything, and the result is awful - because politicians include a lot of really weird people, only the normal ones are so used to them they forget to notice. (So are armies strange. All made up of people who would rather be with their families - except for the true killers). - Stel Westrun

You can find Stel Westun on Google if you search hard enough, and you'll be surprised at what you find. But who he is doesn't matter.

Yes, Steltrun's analysis is quite similar but I think he's coming from more of a Kuhnian background. Kind of a base/superstructure thing.
