What is the history of tax deductions who started them and when who came up with the idea that if you give to Charity you should get a tax deduction also are tax deductions talked about in the u.s constitution also what laws or bills passed created tax deductions ?

I won't address most of the question, just this bit. The original constitution didn't have income tax, so obviously nothing about deductions. Then in 1913 the Sixteenth Amendment was passed allowing income tax.

No deductions were mentioned, all of tax law has been passed through bills. Usually hugely complicated bills.
