I think it definitely has the effect of drawing the world's attention away from the crackdowns in other countries, as he says, but whether this was the primary motive seems shaky at best. It was probably at least a consideration. And to say it was done at the request of SA is pretty absurd... the US doesn't pander to its client states, its the other way around.
