In the Communist Manifesto he was talking about how technology decreases the wages of workers. Does this mean he wants to stop new technology from arising?

No, he was explaining how technology effects workers under capitalism. He wanted to stop capitalism. :)

He would be stupid to want that, because that would never happen.
What he means with it is that better technology makes machines work more, and thus men are less necessary. Working becomes easier, so less work is needed. But since the capitalist wants profit, instead of reducing the worker's daily time or work intensity, he fires him, or lowers his wage.
That's why he says new technology is ''bad'' in that sense, since when it reaches a certain point, the productive forces are too developped for the system. That is why History will always progress. This will always happen in capitalism, because the advancement of technology will make less work needing to be done, so that will mean bosses will fire more people, lower wages, etc.

If you can't say that technology allows for more to be produced with less labor without the "d" word you have a serious problem.
