It looks as if US presidents and other nations are exempt from such prosecution or intervention by a UN/"international community" norm known as 'Responsibility to protect (http://en.wikipedia.org/wiki/Responsibility_to_protect)' which defines when action can be taken against a nation that commits crimes, and this norm legislates that only if a state carries out genocide, war crimes, crimes against humanity, and ethnic cleansing against it's own citizens can foreign/military intervention/action be taken. so it looks like genocidal imperialists have a free pass to commit atrocities abroad or on a neighbouring state with impunity while reaping the rewards of the various forms exploitation and class division.

Noam Chosmsky's quote was irrelevant, all presidents including George Washington were and (still are) all criminal capitalists.
