As an act of mockery/satire by Moscow citizens on the number of minor 'officials' who drive around Moscow with blue flashing lights, which are basically bucket-shaped. "Taking the piss" as we say in Britain.

This video is shocking. I have heard from someone I know who has been to Russia several times that organised crime leaders are also given right-of-way by people in St. Petersburg, is this true? Or did he perhaps mistake state bureaucrats for organised criminals (an easy mistake ;))?

I can't exactly put my finger on it, but just the sight of two (three?) ambulances being forced to stop in their efforts to save a life for a convoy of "official" state/government cars is a heartwrenching - enraging! - thing to witness. The fact that these men and women can act and be driven around with impunity speaks to the exploitative nature of the capitalist-driven state and its environment of negligence and self-serving narcissism. These "officials" represent an increasingly degenerate form of the capitalistic state, and as such their presence runs counter to the needs and interests of the masses.

I've been around enough forums, both IRL and online, to know that it never turns out well for any ethnic minority or ethnic nation having a bunch of westerners talk about them. It almost always quickly degenerates into racism.

It's not short story. This "tradition" lasted out of soviet period. I worked as a driver of lorry since 1975 and "leningradka" was a usual way. From time to time Brezhnev's procession went to / from Zavidovo where is the Gosdacha (countryside cottage to have a rest, hunting, etc. for the general secretary of CC of CPSU, now for president). All transport, forced by police stayed along the roadsides from 30 min. till 60 min. (it's about 100 km of road). I didn't see any ambulances but maybe these two events had not coincided.

For the last 20 years the quantity of cars in Moscow increased in several times and traffic congestion became a usual everyday events. Naturally not only officials strive to use theirs privilege but plural petty officials, big businessmans, criminal authority, etc. use the blue flashing lights unduly, technically it is simply - lamp with magnet. Policemen didn't stop them.
It makes moscovites angry with them and blue plastic buckets on the roof of car is a some people's protest movement, which was really then infringed by policemen (as if the load wrongly fixed on the roof ).

BTW, some of the moscow ambulances did their "business", they worked as 'itinerary' taxi (illegally of course) if "passengers" pay them enough money. Now these swindlers are exposed.
