Highly unlikely....his polanes cannot leave Libya.

BUT...that said....he might sponsor insurgents and assassins and did so against the Saudi Royals in the past.

But,his credibility is in taters,considering the current situation,so we can't really know what is going on inside his planning room or what are his next moves,but keep in mind that he might do highly unrational things,including,as you said,bombing attacks or assassinations.
He basically said that he will fight a long war,and since his regular army troops cannot do that,he is probably thinking of partizan or para-military units who will work as his support,some in Libya,and other,probably in other parts of the world.
Although i really don't know how far is he willing to go with this,considering that he all ready done some pretty highly questionable things and generally risky statements,i would not be surprised if he pulled of something like this.
Although i think he will keep his actions on Libyan soil,(as in,VS eventual NATO or US attack) as he does not need any more problems than he currently has.
