The Bush administration used slippery expressions like, "Saddam sponsors Al-Qaeda-type terrorist groups." They said it so often that people came to assume, as a poll for a Philadelphia paper late last year or early this year, that there were Iraqi nationals on the planes that hit the trade towers. Of course, since the language was so slippery we cannot say that Bush and Co. lied--they clearly wanted to manipulate us to think that way, but never said it bluntly.
