In a communist system, in which people get the jobs that they want, and also according to their abilities, What if there is a shortage in a particular area of labour? For example, If there were too many toymakers, and too little farmers, how would we even it out, without infringing on freedom?

If there was a severe shortage, the community could get together and (through dialogue, discussion, and democracy) and arrange for a for rotational work cyle. For example, in a community with a fairly large number of people, one person could be responsible to put in a few hours of work every month.
