Hahaha, just kidding they wouldn't treat prisoners that humanely. (http://www.thesmokinggun.com/buster/methamphetamine/accused-meth-dealer-faces-loss-his-beloved-18753-comic-books)

What I'm saying here is they wouldn't use the comics this way, distributing them to pennitentary libraries after confiscating them, and instead they're probably going to sell them; another thing is that some of these comics might not be suitable for release to prisoners or auctioned off to the public (since they might be violent or sexual). However if they read the comics it takes away a sizeable chunk of money to see what is good to give to prisoners or the public and what might be useful for further prosecution (and what may not be allowed to leave the evidence room). The USA is in tight financial straits and in order to gain value from this siezure the government has to get a volunteer to read and sort all these comic books in order to sell them without taking home any extra pay from the government (make it even simpler by getting someone already employed by the feds to do it to skip interview costs).

Guess Barack's gonna have to read them all.

I don't really know what you're asking me to explain, but here's two explanations:

1. The link underlined tells of the story of the US Feds confiscating a few hundred thousand dollars of comic books from a meth dealer.

2. The thing about Barack needing to read the comic books was a joke.
