OK, why is the US keeping their POWs in Cuba? It's obvious they want to keep them in a foreign country so they don't have to follow US laws but why Cuba? And why does Cuba allow it?

I think it's so they don't have to abide by international law, as Cuba mustn't be a member governed by that law. Perhaps I'm well off target though.

And I'm not sure why Castro hasn't kicked the pigs out of their yet after the Trade Embargo. I think that the reason the imperialists were allowed to keep their naval base was, as after the revolution Castro didn't want to give the US a reason to launch a full scale attack on the vulnerable country. After the Cuban Missile Crisis and a settlement over the withdrawl of missiles, any more aggravation of the US would have probably given them justification to invade. Even though they had made a deal to keep away from Cuba, the US has an odd way of terminating agreements.

The U.S. invaded Cuba in the late 19th century and installed a puppet government (before that it was ruled by Spain). The puppet government signed a treaty with the U.S. giving the US their base in Guantanamo. That puppet government was overthrown by the Cuban revolution. Cuba continues to respect the treaty because they don't want to go to war with the US (the US's military is waaaaay bigger and more powerfull).

Aleida Guevara(Che's daughter) said the Cuban Government under Castro has asked the US authorites to leave Guantanamo Bay but they were not even replied to.

We would have given up that base a long time ago had Fidel not pulled all the shit. We stopped our arms sales to Bastista giving the Rebels the advantage; had we known what Castro had cooked up in his head, we would never of helped out. Once it happened though, WE WOULD HAVE BE ABSOLUTELY INSANE TO GiVE UP THAT BASE!!!!!! Perhaps in the future though, America has adopted a new course of action with the Refugee population fleeing Cuba, as bad as it sounds, our coastguard is stopping them in the water, plus on top of that, we still have a substantial population in the made up of Cubans in North America VERY MUCH against the Cuban gov. These two things I suspect scares the daylights out of the Communist Party in Cuba, which explains why Fidel's been asskissing our bussinessmen lately and turned a blind eye to the Prisioners (Note: they arn not legally P.O.W., the US never recognized the Talibon, only 5 countries recognized them before we invaded. We are breaking NO laws, only Ad Hoc Mores created by the Opposition after the fact of said invasion).

Perceived Principles of Interaction in the Fidel-Bush Matrix

Bush Administration:
1) If the Refuges can't escape, then the only way they can find freedom is in....Cuba. They'll have to gradually tear down their oppessors and gain political & martial power for themselves to guarantee thier freedoms and dreams of a better tommorrow. This will creat friction with the workings of Cuban Government, as it does in all Totalitarian States.

2) If Fidel 'tears down the wall' on his side, allowing many of the Cuban Refugees, as well as thier decendants who are American, to return to Cuba for Vacation or to Live, they will undoubtedly expose the Cuban Population to many new ideas, most of which will not be along the party line. But if Bush lifts the Economic Sanctions first, it will only allow Cuba to streangthen it's position first, making a grass-root Cuban Liberation that much more difficult. Gestapo beats Freedom of Press and Speech every time, more so in a country without Freedom or Speech and Press.

Fidel:

3) Streangthen international contacts using propaganda to make US look like the aggressor at the expense of the Cubans, and encourage foreign trade to streangten hold on population.

4) Divide the Capitalist from the Government Policy, hoping the lure of profits in Cuba will cause a sudden lack of support for the Economic Embargo, while keeping full state sovernigty over Cuban Population (in other words, as if the Berlin Wall stayed up dividing the populations, but allowing trade to resumed between the two sides.)

5) Kiss up to America by not protesting the Prisioners so as to deny Cuban backing to Al-Quida (Undoubtedly many have links due to either cross-training of groups during cold-war in Sub-Saharia Africa as well as alliegiance to Che's works) (I highly doubt myself Cuba has anything to do with them, but tstill, a connection could likely be made rather easily)

Ironically, the goal is increased Trade for both sides, both Industrial and in Americans comming to Cuba. If America hold out longer, our position will only get better, if Fidel speeds it up in the pattern Trade first/ Vacationers from US later, he'll get the chance to substatially streangthen his groups position. Unfortunatly for Fidel, American public opinion if still firmly behind the desicion of the Senate, and will come under intense scrutiny for any change favoring Castro by our Cuban population as well as Republicanist {the Ideology, not the party}

(do you really think Jeb Bush wouldn't explain to his brother how crucial the Cuban vote is to the Rebublican Cause, or likewise for the Democrats in any upcomming election?)
