It's from the Kevin Loach movie Land and Freedom.
It's probably some dramatized semi-fictionalized scene to give a background to a real statement by Durruti. From the part "The workers are not afraid of ruins" on is a real statement, given to a similar interview I think as that depicted in this scene.

since I know that movie by heart and can recite pretty much every dialogue and monologue, just like that, I'm pretty sure it's not.

It's from Libertarias. Pretty awesome film, but I preferred Land and Freedom.
