Proto-fascist adventurer leads expedition 'unredeemed' territory with complicity of Italian military. Co-opts national-syndicalist to draft and incoherent constitution that was never (AFAIK) put into practice. Its a notable episode in the development of Italian fascism but otherwise of little impoty. So what about it?
