I was recently in a economics class when one of those middle-class conspiratoid 'libertarians' mentioned the 'act' (apparently a document) as proof that America had been 'sold out' to international bankers (probably jews in his mind). He sounded like he knew what he was talking about. Then he went on to say something like "when compared to the fifth plank of the communist manifesto (wft? lol), its apparent that both communism and capitalism aim to control labor."
I quickly interrupted him to point out that his idea of communism was obviously that of Soviet communism and that indeed, communism relies on the working class itself (labor) to control the means of production, as stated in the communist manifesto.
Also, I did some research and I can only find a reference to this document socalled Hazard Circular on other conspiratoid websites. Not very encouraging in relation to this guys intellect level.

Since when do libertarians hate big finance and pay lip service to anticapitalism? I think you have a third positionist on your hands.

Maybe, I dont think so however. He's by far the most opinionated but only because he's a bit weird; in a weird sheltered way. He doesnt use fascist lingo and he talks about Alex Jones, the gold standard all on the first day!!!. He may be a bit confused, like many other people. Who knows, I really dont care about him. Im just curious if anyone has anything interesting or of any value on the so called 'hazard circular.'
From what I've gotten, Its just a 'memo' from 1862 between some bankers and congressmen communicating desire for world domination. Of course, in much more poetic terms. Also, this scares some people? An act from 1862? Its 2011 now, and banks have long since dominated everything, and now they're scarred? Funny.

Its conspiracy nonsense. I don't know the details but apparently the 'Hazard Circular' was a note circulated by Union financiers in 1862 that mentioned plans to seize control of the new dollar currency and that they deliberately provoked the Civil War for this purpose. So some such guff
Strangely () this document has never been revealed and mention of it is pretty much confined to conspiracy websites or works of Confederate apologia. That said, it does have heritage and you're right in that it reeks of anti-Semitism. Past advocates of this nonsense have included anti-Semites such as Charles Lindbergh and Ezra Pound

I agree with Nolan, I think he is a type of third positionist, the type that isn't really aware of what that is.

I never heard of this before. But from ComradeOm says (and more over about it being worked into "Lost Cause" bullshit), it seems laughable and ridiculous. I guess I have another bit of conspiracy nonsense in my repertoire.
As for why they bring it up, well, it's central to conspiracy nonsense. Find some shady bill that ties into a conspiracy decades in the making, and you got the material for any conspiracy theory you want to make.
