If a nation has high enough relations it may join your alliance (NATO). USA gets NATO/UN funding, which can be adjusted at anytime. The US can mobilize the troops of NATO nations after it has been attacked, NATO members are obligated to defend any fellow NATO nation.
European Union is the dominant political power of most European countries. Overtime, European Union can increase the power of the EU and essentially annex Europe. But that is many treaties away, but currently the European Union could prod some EU members to contribute to military operations (only in Europe) with a good explanation why they should.
Rules
Starting in early 2001 and ending when needed. The game is played VIA private messages. I send a credit report to each player for the turn and they select a list of actions they wish to do. This usually takes place every day or two days.
There is a system of nuclear war breaking out in the game. Any power attacking a nuclear opponent three levels or more below his own nuclear level is able to achieve nuclear primacy - effectively saturating and incapacitating the opponent's arsenal and avoiding MAD. A nuclear level of 1 represents functioning tactical nuclear devices, massively increasing defense against conventional attack. A nuclear level of 2 effectively precludes successful conventional invasion. A nuclear level of 3 represents a number of functioning long-range ICBMs, allowing offensive threat of nuclear attack. A nuclear level of 5 represents a massive arsenal of functioning long-range ICBMs, enabling the complete destruction of an opposing player. A nuclear level of 7 represents ICBMs equipped with MIRVs and deployed throughout the world on a sizable boomer fleet. At this level, it is impossible to saturate one's nuclear defenses.
Military technology increases the costs of maintaining your army, however improves the capability of your army to fight, and also slightly improves the abilities of your allies to fight wars.
Foreign spending can be freely adjusted each turn. Deficits siphon credit income away the larger they get. Nations are able to 'pay' for an action by putting it under deficit.
Going to war costs nothing. But you must first declare war in the thread. However to maintain 3 or more units in a foreign nation that does not border yours will require at least one military unit stationed in a bordering nation to maintain a supply line, in addition, a landlocked nation requires one unit in different bordering nation to ensure supply. For example: 3 units in Afghanistan requires 1 unit in Tajikistan, and 1 in Pakistan. But only 2 units in Afghanistan requires only 1 unit based in Pakistan.
European Union rules: in order for a state to join the European Union the strength of the Pro-Europeanists must be 4 higher than the Eurosceptics. The EU may annex states, but generally annexing countries like the Nazis still is not looked highly upon.
United Nations rules: The UN is mainly funded by the US and the EU. From those funds, you receive an aid package each turn, maintain your peacekeeping armies, and operate the UN bureaucracy. The UN General Secretary is only able to either negotiate the end of a conflict or push for reforms in a nation, however those actions for the UN Gen Sec is free.
Rebels and separatists obviously both undermine governments. Rebels with 0 units indicate groups which do not openly fight the government in civil war or in a generally well-organized fashion, instead resorting to isolated attacks, usually on civilian targets. (Otherwise known as terrorists)

It is time to recognise a fact.
The Age of Globalism has come to pass. It created nothing but shattered dreams and bubbles, and has brought the economy of Europe towards the brink of self-destruction.
The future will be characterised by increasingly desperate competition between markets and vested interests to ensure access to labour, capital and resources.
Europe will face this challenge, and she will face this challenge as a unified continent. The only way for individual European peoples to keep their sovereignty is to align themselves with the Union in securing European jobs and European growth.
We need a greater degree of organisation!
European businesses ought to realise the obvious self-interest in saving European jobs, and to invest in Europe, as well as cooperating with one another.
Therefore, I am laying forth, on behalf of the European Council, an extensive law package which is intended to protect the economy of Europe during this grave stage in our development.
Firstly, the European Monetary Union needs to be put under EU control, and under the direct command of federal authority. We cannot just focus on stopping inflation, but should be able to create jobs as well, for the youths of Europe.
Secondly, we need to stop the capital flow from Europe to the world. The tax havens must be closed.
Thirdly, we should protect the interests of European capital and European workers, by raising a Great Steel Wall of protective measures around the European Economic Zone. This is essential for our Industry to regroup.
The Parliament are free to debate the issues, but the European Council and the European Commission will with-take these measures and have already started to initiate them, in accordance with the Treaty of Lisbon and the Treaties of Rome.
If you cry for aid, Europe will listen.

My Fellow Americans,
As the United States continues to move forward, our neighbors to the south are tormented by hardship and are facing collapse. I believe, as a citizen of the greatest, most prosperous nation in the history of life on Earth, that it is our duty to assist those who are in need. Therefore, I have been working with members of congress to design a bill which will grant full citizenship to Mexican immigrants who are currently employed within the US, along with their families. Just as the generations of European immigrants who came to America to escape the grasp of oppression and violence, we will treat the Mexican people with the same level of hospitality and opportunity.
We also face challenges at home. It will be my goal over the next four years to eliminate our enormous deficit all together while simultaneously expanding social programs designed to ensure equal opportunity for all American citizens. The road to prosperity will be long and difficult, as it has always been, but America will move forward with unity and strength, as it always has.

The Chinese are particularly angered as the highest tariffs were enacted against them.
-A noble from an old royal house in Europe has commented today on the EU's program of promoting automation and robotization in factories, "Before, the Japanese used to copy the Europeans. Now we are copying the Japanese." However, unlike in Japan, our economic growth indicators have risen in the fourth quarter.

The EU President has decided to travel to Frankfurt, the Economic Capitol of Europe, to hold a speech about the development in the world.
To the peoples of Europe, to the nations of the world.
The decision we have with-taken have been a wise one, and if the Chinese want to bring a trade war on us because of it, then they are welcome to so do. I can however not re-call that there is any substantial goods produced within Europe which the Chinese are desiring. Maybe the Chinese should learn to use what they produce within their own country, just like everyone else?
Nevertheless, the economy is moving in the right direction, and we are creating substantial and real growth, not blowing financial bubbles and pretending that we live in a post-industrial world. Automatisation is indeed a great beneficiary.
What we must avoid is to waste the fruits of this growth on mindless consumption and increased revenue for the few, at the expense of the unemployed many. Neither could we accept to see people as merely the tools for economic growth, which Atlanticist liberals tend to view them as.
We Europeans, we realise that human beings are whole entities, and that economic growth should serve all of the people - especially those who are weak and misfortunate.
At the same time, we cannot give the state the power to detail out the lives of people. Poverty is more than an economic existence, it is a world of squalor and spiritual emptiness, which has been allowed to fester by an unregulated egoism and a rampant individualism.
We in the EPP (http://en.wikipedia.org/wiki/European_People%27s_Party), the European People's Party, are realising that true welfare could only be achieved through communitarianism and subsidiarity, which means that the decisions regarding social and cultural issues should be made as close to the affected individuals as possible.
Human beings are in need of affection, of feeling needed. We all are dependent upon one another, and we all should treat one another with respect and dignity. We all have been endowed with conscience and with rights and duties to our fellow human beings.
I want to make a brief comment about the latest rounds of the never-ending cycle of unrest every time someone is criticising the religion of Islam in public, and we hear the usual outcry for apologies from the liberal left and from many Muslim organisations.
I will directly talk to You, the Muslims who are living in Europe.
You have come here, from far away, fleeing persecution and turmoil in Your own countries.
You have cried for help.
Europe has answered Your cry.
We have not even asked for gratitude.
Yet, You persist in demanding special rights. Rights for Halal-slaughtered meat in public schools, pork bans, segregated baths, introduction of Shar'iah code into the European legal systems.
When we travel or move to your countries, we respect Your laws and customs.
Should it really be necessary that we should be forced to demand the same courtesy from You?
While the European Union is upholding and should uphold all the citizens of Europe as of equal value and dignity, You shall not forget that Europe is founded on particular cultural values which You must respect if you intend to stay here and fit into society.
We are a culture founded on Christian values.
We are a culture founded on Humanist values as well.
Even if not all Europe is Christian today, there is a clear line from the Ninth century and beyond, a particular European culture, derived from Antiquity, where we have been taught our moral and spiritual values from Plato, from Aristotle, from St. Augustine and from Thomas ab Aquinas.
You did not win the Battle of Poitiers. You did not succeed in taking Vienna, and certainly not the threats of some of You will succeed in quenching the never-dying flame of Europe.
If You really find Europeans to be so immoral, so racist and so non-understanding towards Your cultural sentiments, why not simply travel back to Your deserts, jungles and crowded sprawls?
I don't want You to leave, but I want You to treat the host peoples of Europe with respect, and I want You to take to Your hearts European values, European norms and love for the European way of life.
If You are a guest in someone's house, You should respect the customs of that House, or simply leave if You are unable to so abide. You are welcome to practice Your religion, but if You should practice it, You should not allow it to interfer with the majority of Europe, which is not Muslim, and never will be or should be Muslim.
As for those who are malignantly attacking and defacing religions or hurting the emotions of groups of people.
Freedom of Speech should be allowed and honoured, as a mean to communicate ideas, values and views which may be conflicting. Everyone should have the right to criticise a worldview or a religion and to partake in a civilised dialogue and discourse about the validity and morality of those views.
What I ask You, You who during the course of the years have attacked and defaced religions, is to present arguments instead of expressions of hatred and malignancy which are installed to hurt the sentiments of people and of common good taste.

I think that I am not the only one who has been insulted by the images depicting Christ in demeaning or hurtful situations.
If we should protect that as "art", we should also sanctify all the vandalism and graffiti on our streets, which serve nothing but to degrade and destroy the very jewels of European civilisation, our very architecture, the blossoming fruits of Europe's greatness.

What is an artist?
I do not believe that art exist to shock and challenge basical societal norms and values, but that it should exist to enhance and beautify the culture in which it is seated in. An artist has a great responsibility towards his or her community. Beethoven would never have been able to create his music had he been born in Papua, and Michelangelo would never have painted the Sixtine Chapel had he been from Zululand.
The artists have been endowed with a gift, to create and not to destroy and denigrate. They have a responsibility to create things which enhance the human experience of life and strengthens the sense of community within a culture.
Finally, I want to share some thoughts with You all European citizens.
We are all equally responsible, and we all are endowed with equal rights and duties, to treat each-other with dignity and respect, to work hard but also to enjoy life, to form our bonds. We are all in debt to generations past, and responsible for generations future. We have been given a mission to hold stewardship over our green Earth and take good care of the fruits it brings us.
We are all gardeners and shepherds.
The important thing is not our wealth, nor our status in the community, nor how beautiful, smart and popular we are in life, because we are merely guests on this world in this life.
The important thing is that we serve one another, take care of one another and help to raise one another.
Those who are wealthy and powerful, should give back to the community which has helped to raise them. They should not flaunt obscene bonuses and act with restraint, moderation and humility.
Those who are poor and in need of help, should give respect and listen to those who are helping them.
Parents should treat their children with love, and the children should respect the parents and obey them.

For years we have fought ourselves in mindless bloody battles. For decades we have been engaging in pointless conflicts while our true enemies have been robbing us of what is rightly ours. Our resources. Our land. Our independence!
Whether it be the Chechnyans oppressed by cruel Russian rule, or the Bosnians, slaughtered by the Serbs, or the Palestinians, chased from their land and brutally oppressed by Jews.
Over in Saudi Arabia, or in the UAE or in Iraq or many other Arab nations, the people are living in misery while the rulers, heavily supported by the Americans, live in Luxury.
Imperialist rule in the Middle East ends now!
From this point on, we shall never negotiate or trade with any Western Power.
The world will see some big changes.
Over in Europe, the EU president has just given a blatantly racist speech against or brothers and sisters living in the West!
These people have no respect for other cultures. We will show them respect!
As of today Iran will see a few big changes.
1. Iran will significantly decrease the strictness of the law. We shall become far more liberal. You are now free to practice religion however you like (this does not however mean we will be abolishing all Quranic laws)
2. We will be heavily increasing tax (in particular - for the rich) to fund several social projects as well as our ever expanding military. A new 10% wealth tax for the richest 10% of the population will be introduced. As a result, bus and train tickets will become free. Schools and Universities will both be free and far better funded. As will the social security.
3. Hotels, Banks, Schools, Shops, Restaurants, Pharmacies, Hospitals etc. will all be gradually nationalised.
4. Several new roads, train tracks etc. will be built to increase transport and to facilitate evacuation. We aim to make all major cities evacuable in under an hour within the coming years.
5. We plan to build many far better and more efficient houses an buildings in general. We hope that by 2022, 95% of buildings will have a clean safe source of water, electricity etc. and be completely efficient.
6. We promise to triple the size of our country by 2020 by liberating the oppressed around the Middle East.
7. We will be banning all Western products, Coca-Cola, McDonalds etc.
8. We promise to greatly increase democracy and decentralisation in our country. All parties will now be able to stand for election. Local councils will be given more power. Elections will be held more frequently.
9. We promise that by 2015, nobody who wants a job won't have it. The unemployment rate will be inexistant.
10. Our borders will open fully. Oppressed people of the world. Come! And if you want to leave - Go!
For Socialism! For Freedom! For Iran!

US State of the Union Adress
My Fellow Americans,
This year begins with much more turmoil and senseless than the last. It is important to make clear that the US will stand united with the rest of the world in condemning the recent reignition of war on the Korean peninsula. The North Korean regime has chosen to throw away peaceful discussion and general responsibility in favor of violence and death. This is an irrational and somber decision.
I've decided to send the USS George W Bush aircraft carrier to the Yellow Sea in response. It will be used with all of it's might in collaboration with military forces from around the world if North Korea refuses to withdraw from South Korea. This will inevitably cause severe damage to North Korea's infrastructure and possibly death for many civilians. The choice is in the hands of the North Koreans. War is the last thing the US and it's allies want, but some battles are meant to be fought. I'm urging the government of China to participate in military and economic action against North Korea if it becomes necessary. China must show the world that they will not tolerate North Korea becoming a threat to international security and stability. I'm also calling on the nations of India, Egypt, Russia and the European Union to provide military and economic measures against North Korea if need be.

The president of Russia calls in North Korea to cease military action, and respect the 38th parallel boarders. As of now all commerce with North Korea will stop, sanctions will be imposed. Russia stands by the world community in condemning these actions.

The Glorious Nation of Iran condemns all unnecessary and unprovoked violence. And so we take the side of South Korean people. But not the side of the corrupt, Pro-US South Korean government. Iran supports the peaceful unification of the Korean people.
Furthermore, we do find it rather hypocritical of the USA, a nation which openly sends troops around the world supporting dictatorships and brutally destroying the lives of thousands every year, to condemn an action which is laughable in comparison to the monstrosities that they do.
Iran also wishes to express solidarity with the socialist states of Latin America, in particular that of Venezuela. We Iranians fully support the Bolivarian Revolution.
I have also come before you to announce 3 gifts we wish to give you.
1. Everybody can have a free laptop :)
2. Everyone can have a free TV :)
3. Everyone can have a free Games console :)
Naturally, we will be increasing tax on the rich to afford this :)

People of India, I am very pleased to speak to you this fine day.
First I would like to address the ongoing crisis in Korea. The Indian government officially condemns the invasion of the Republic of Korea by the DPRK, aggression and imperialism, under any guise, has no place in the modern world, and we urge the rulers of the DPRK to listen to and see reason, and to cease all hostilities, enough blood has been spilt already.
Our beautiful and ancient land is one of many achievements, however there is still work to be done as all of us know, it is now time to confront these issues as one people. Too many of our people live in squalor, regardless of whether they live in cities or in the countryside. Too many children and adults are ill with easily preventable diseases. We produce many bright children, but more need the opportunity to learn and contribute to our society and to the world.
So today I am announcing reforms of our education system, and our public health systems. We are announcing massive investments in schools, at all levels, and in all areas. Our literacy rate is unacceptable, and I hope that all Indians will be literate by 2020, and that any that wants to can pursue any higher education they desire, and contribute to our society as a scientist, a doctor, or a poet.
Our public health systems and sanitation department needs to catch up with our population. I am also announcing a new clean water and anti-pollution campaign. No one should have to get ill due to the filth surrounding them or the water they drink. It is simply not a part of my vision of our great land. And my government is going to do all that is possible to raise all standards of health for every Indian.
I would also like to take this opportunity to speak on another topic. Our government would like to stand in solidarity with the people of Nepal who seek democracy and freedom. We attach great importance with our relationship with our neighbor, we have common history and common purpose. I hope a partnership can aid in mutual development as we both stride towards the future, hopefully as partners.

Recent developments in the Korean Peninsula have forced my hand, I have cut off all trade to North Korea, I will vote with the EU in condemning the North Korean actions, and, if North Korea does not respond to the demands of the world community for peace, Russia will send troops to join the UN coalition to enforce peace.

China votes against the UN resolution. We were the first to condemn North Korea's invasion, and there's no doubt we desire legitimate peace in the Korean region, however China ultimately views any military intervention into the region as a fundamental attack on Chinese hegemony within the region. Unless the UN guarantees that China will obtain dominance over the North Korean territory, we will have no other choice than to take part in the trade war currently being levied against us - and aid the North Koreans in their escapade.

China publicly declares war on North Korea. Their regime has proved disastrous for not only the International Community, but the North Korean populace in general. China intends to take over all state functions in North Korea, in order to prevent a situation like this from developing again. We highly value a stable and harmonious society, and as a result, we feel that we are inclined to take steps towards making sure the stability of the far east will be maintained.

Iran condemns the declaration of war on North Korea by China. For centuries the Koreans have been oppressed by the Chinese and Japanese. For years they have been controlled by foreign powers. Finally they were given some sort of independence and now we will have to watch as China ruins this by enslaving the Korean people once again.
Iran wishes to express solidarity with the Korean people and we wish to make clear we support their aims of true independence and Korean unity.
