Seven-point pact: Rights activists slam ‘secret’ deal

KATHMANDU, FEB 07 -

Human rights activists on Sunday expressed concern over the “secret” seven-point agreement struck between Chairman of the UCPN (Maoist) Pushpa Kamal Dahal and CPN-UML Chairman Jhala Nath Khanal to form a government under the latter's leadership.

In a statement, the rights defenders, including Charan Prasai, Birendra Mishra, Baburam Giri, Basudev Devkota, Manoj Raj Regmi, Sarita Gautam and Sarmila Parajuli, who are considered close to the Nepali Congress (NC), said the entire country as well as the Parliament was kept in darkness by the two parties.

“The agreement does not include the most important issue—army integration and rehabilitation,” the statement said. “A serious question has been raised upon the efficiency of the Special Committee formed to handle the integration of former Maoist combatants.”

The rights activists said the agreement was “against the spirit of democratic norms and values”. They also urged both Maoists and UML to immediately inform the public of the “real aspects” and “intentions” of the deal.

“We urge the new government to address all contentious issues and create a favourable environment for the logical conclusion of the peace process,” said the rights activists.

UML leaders rebuke Khanal

The seven-point agreement signed between by Maoist Chairman Pushpa Kamal Dahal and Prime Minister Jhala Nath Khanal has sparked discord within the ruling CPN-UML.

The UML top brass has taken serious exception to the secret agreement forged prior to the prime ministerial election on Feb. 3 stating that it is against the party’s principles and the peace process. Leaders close to Nepal and Oli factions questioned the legitimacy of the secret deal that was reportedly done without their consent. “Prime Minister Khanal made a mistake in not taking our consent before signing the deal,” UML CC member Karna Bahadur Thapa said.

UML leaders Madhav Kumar Nepal and KP Oli, at a meeting in Baluwatar on Saturday, expressed dissatisfaction over the agreement citing that Khanal forged the agreement without holding discussion with other leaders.

The secret deal reads that Dahal and Khanal have agreed to integrate PLA combatants into a separate security force including security personnel from Nepal Army and Nepal Police and run the government on a rotation basis.

They criticised Khanal for bowing to the Maoists and breaching the Comprehensive Peace Accord.

Maoist-UML agreement

Translated text of the seven-point agreement signed between UCPN (Maoist) Chairman Pushpa Kamal Dahal and CPN-UML Chairman Jhala Nath Khanal.

1. The two parties vow to strengthen inclusive democracy and establish political and social system geared towards socialism while adhering to the pillars of national independence, indivisibility and sovereignty to create an independent economy through socio-economic transformation.

2. Agree to write a new constitution to institutionalise republic federalism uprooting all forms of feudalism, thus strengthening inclusive democracy and national independence.

3. Pledge to take the peace process to a logical end by executing all tasks related to integration, rehabilitation and voluntary retirement of Maoist combatants. We also agree to form a separate force for Maoist combatants or an alternative force combining the PLA and other security forces.

4. Agree to constitute a joint government. A high-level mechanism will be formed to assist in the governance. The mechanism will be led by the chiefs of the signatory parties on a rotational basis. A new government will be formed by including as many parties as possible. The sharing of important ministries, including home and defence, will be done in an appropriate and respectable manner. Top leaders of the two parties will take the responsibility for the same.

5. Minimum Common Programme of the new government and code of conduct will be formulated and enforced.

6. The two parties will lead the future governments on a rotational basis based on mutual understanding and long term cooperation.

7. It is hereby agreed that the UCPN (Maoist) will vote for the UML candidate in the prime ministerial election. (emph added)

The jury is still out on whether it will amount to much though.This is an experiment in how well the Maoists can preside over state capitalism. They did a great job in China and handed the most populated country in the world over to the bourgeoisie without a fight.

This is an experiment in how well the Maoists can preside over state capitalism.

It is also an experiment in how well the Nepalese Trotskyites can remain inactive like cowards during the revolutionary war against the monarchy and then start whining about the revolution as soon as the monarchy falls.


They did a great job in China and handed the most populated country in the world over to the bourgeoisie without a fight.

RED DAVEIf that was the case, why didn't Chinese Trotskyties stop them ? Or were the Chinese masses politically too conscious to support them ? Also, what are Indian Trotskyites doing at present ? Are they just waiting for the Indian revolution to take place so that they can whine about it too ? If you are so concerned about the revolutions in south Asia then you should be able to provide some justification for the inactivity of your comrades there.

The UML is refusing to agree with the 7 point agreement now. The Maoists have decided not to join the government

Maoist Standing Committee decides not to join govt
In what might further upset Prime Minister Jhala Nath Khanal's bid to expand the cabinet, the UCPN (Maoist) Friday decided not to join the government, saying that the party is not convinced with the UML's position on the seven-point agreement.
A meeting of the Maoist Standing Committee held this evening concluded that the UML failed to create a basis on which the Maoist party could join the government.
According to Maoist spokesperson Dina Nath Sharma, the Standing Committee decided not to join the government until the UML gave its commitment to the seven-point agreement based on which the party had supported Khanal to become Prime Minister.
The Maoist Standing Committee met hours after after a top level meeting with the UML failed to resolve the differences over expansion of the cabinet.
In the meeting, the Maoist leadership turned down Khanal's proposal to keep the Home Ministry with himself for the time being.
Meanwhile, the Maoist Standing Committee formed a seven-member ethics committee headed by party secretary Posta Bahadur Bogati.
